Description and Essential Functions

To supervise the performance of, and/or perform Civil Engineering work, including work of above average difficulty and responsibility. This position serves as a project engineer and group leader and performs related work as assigned.

Note: Current vacancy is within the Construction Management and Inspection section of the Engineering and Capital Projects Department. Candidate must have significant and wide range of civil engineering and infrastructure management experience, with concentration on construction project management and administration.

Relocation Allowance: Newly-hired employees in this position may receive up to $5,000 relocation allowance for expenses incurred for the relocation of the employee and their immediate family to San Diego County.

Additionally, this position is eligible for the Employee Referral Program. Eligible employees that make a successful referral will receive either 16 hours of leave or a referral payment of up to $3,000.

When assigned to Construction Inspection:

Under general direction, to oversee, supervise and coordinate the management of all stages of building projects, including capital improvement projects and to coordinate assigned activities with various divisions, outside agencies, and the general public. Specific requirements include but are not limited to the following: administer construction projects, organize and conduct preconstruction meetings, issue notices to proceed, conduct weekly construction progress meetings, log and review submittals, log and review requests for information, review invoices, negotiate, prepare, and recommend change orders for approval, manage certified payroll process, manage non-compliance reports and stop work notices, complete Highway Safety Improvement Program documentation, recommend notices of completion, prepare close out memos, and organize and conduct warranty inspections.

Supervision Received and Exercised

Receives general direction from an assigned supervisor.Exercises direct supervision over assigned professional, technical and clerical staff.

Essential Functions

When assigned to Construction Inspection, in addition to the other essential functions below: manage and supervise contract work involved in the construction and renovation of City buildings, facilities, and parks; manage and prioritize workload to insure completion within established time schedule; ensure that construction or renovation work is being completed according to approved plans and contract specifications; administer Design-Build construction contracts for buildings, facilities and parks projects; coordinate and participate in special inspections through various stages of construction; maintain a daily journal for each project; research and provide reports on said projects and coordinate with other City departments; oversee and track all requests for information (RFIs) documents, change orders, architectural supplemental instruction (ASIs), and all correspondence relating to each project; perform daily quality control inspections on contract construction work in relation to public buildings and/or equipment; complete related work as required within specific time frames; conduct and attend weekly meetings with project team to verify the projects schedule and review any work change orders that may affect the outcome of the projects; coordinate with the Building Division of the Planning and Building Department to ensure that all building plans and specifications are in compliance with all State and local building regulations; ensure contractor compliance with various government building regulations; prepare Design-Build contracts and bid specifications used for building, facilities and parks projects; participate in the preparation and writing of Council agenda statements; prepare work schedules, initiate the start of projects, and coordinate work with contractors, utility companies, and City departments; participate in the preparation of the CIP (Capital Improvement Project) budget; prepare cost estimates for budget recommendations, and monitor and control expenditures; prepare rough sketches and drawings; answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

Other essential functions may include, but are not limited to, the following: serve as a project supervisor on major engineering and construction projects; prepare, coordinate and/or supervise the preparation of preliminary cost estimates for major streets, traffic signals and lighting, sanitary sewer and storm drain projects; construction plans and specifications, reports, correspondences, plats, petitions, diagrams, profiles and cross-sections; prepare, coordinate and/or supervise the preparation of material and cost estimates after initial determinations have been made and general alignment of major street/sewer/storm drain improvements have been established; rights-of-way maps and boundary descriptions; obtain necessary data to make accurate and complete computations, and perform studies to determine grades and drainage; make computations requiring the use of advanced engineering mathematics; conduct traffic operations studies, surveys, investigations and makes recommendations; supervise the public works facilities inspection program and compute progress payments for construction projects; supervise the checking of maps and improvement plans of subdivisions for compliance with local and state regulations; review environmental documents for engineering related problems; develop methods of relating and applying formulae to standard design and other engineering problems; estimate values of property for City acquisition; participates in the negotiation and acquisition of rights-of-way and easements; supervise the design of such engineering structures as arterial highways, streets, parking lots, storm drains, sewer systems, buildings and appurtenant structures; assist in the administration of the various agreements with the Metropolitan Sewer system and other Metro sewer agencies as well as developing and monitoring sewer fees and charges; propose and prepare cost estimates of alternative City capital improvement projects; develop priority lists of various City programs and projects; coordinate preparation of the department's capital improvement program budget; review and monitor the various sources of project funding; review and supervise the formation and operation of assessment districts, open space districts, community facilities districts and development impact fee programs; supervise and administer the storm water pollution prevention program; attend local and regional meetings and serve on committees representing department and/or City; supervise, assign, review, and evaluate the work performance of assigned staff; prepare and conduct employee performance evaluations; work with employees to correct deficiencies; develop and approve employee training plans; and implement discipline procedures as directed; evaluates operations and activities of assigned unit including policy and procedure development and revisions; implement improvements and modifications; prepare various reports on operations and activities; ensure that workflow and assignments progress in an efficient and timely manner to meet completion dates in conjunction with the strategic goals of the city; build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service; perform other related duties as assigned.

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

Three years of experience in civil engineering involving one or more of the following areas: building construction, design, construction inspection, surveying, preliminary project planning, subdivision map/plan review, traffic operations and planning, or other phases of engineering related to public works in a municipality; and

Training

Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

License or Certificate

Possession of a certificate of registration as a professional civil engineer in the State of California. Valid California Class "C" Driver's License at time of appointment.

KNOWLEDGE OF: principles, practices and procedures of civil engineering relating to the design, construction and inspection of streets, storm drains, sanitary sewers and related public improvements and appurtenances; drafting, design, and mapping principles and techniques; surveying methods, principles and practices; assessment district practices; community facilities district practices; computer equipment and software applications related to area of assignment. When assigned to Construction Inspection, in addition to the items stated under knowledge of: principles and practices of building contract administration; current methods of building construction and related trade work; general knowledge of fire codes; pertinent local, State, and Federal rules, regulations and laws including storm water runoff regulations, and mitigation measures regarding hazardous conditions such as asbestos and the handling of potentially dangerous materials; current methods of evaluating the need for building renovations or alterations; planning, scheduling, and estimating construction costs; and principles and practices of work safety.

ABILITY TO: use computer equipment and civil engineering and CAD software; make calculations and determine cost estimates; prepare and write reports; supervise and train professional and sub-professional engineering personnel; prepare plans, specifications and technical reports; supervise and inspect construction projects and apply engineering policy when determining compliance with specifications; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner. When assigned to Construction Inspection, in addition to the items under ability to: organize, implement, and direct the building projects operations and activities; review and interpret building plans and specifications, codes, and local construction regulations; operate City vehicles observing legal and defensive driving practices; interpret ambiguities between the plans and specifications that may arise while in the field; administer contracts, read plans, and interpret specifications; evaluate the need for building renovations or alterations; assist in the development and monitoring of an assigned program budget; develop and recommend policies and procedures related to assigned operations; explain pertinent City and department policies and procedure.

Physical Demands and Working Conditions

On a continuous basis, sit at desk, stand, or walk for long periods of time; step over exposed footing and climb down into open areas to perform inspections; perform simple grasping and fine manipulations; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 15 pounds or less. See in the normal vision range with or without correction to read typical business documents, computer screens, blueprints, and drafting plans; hear in the normal range with or without correction.

Primary work is performed within an even-floored, carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. Some fieldwork is required with exposure to outside atmospheric conditions, traffic, noise, physical barriers, or around potentially hazardous construction conditions, substances and material. When assigned to Survey and Design and Construction Inspection:

Work is performed both indoors and outdoors. Work indoors is within an even-floored, carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level; working outdoors is required with exposure to outside atmospheric conditions, traffic, noise, physical barriers, or around potentially hazardous construction conditions, substances and material. Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
