Summary
Supervises and participates in engineering activities for municipal public works.
Essential Functions
Develop complex plans and specifications for infrastructure improvements;
Supervise the work of professional and technical staff engaged in preparation of plans, specification and cost estimates for municipal public works and CIP projects;
Select, train, evaluate, and supervise personnel directly or through subordinate personnel;
Establish performance standards, work priorities, and schedules;
Coordinate engineering projects with other departments;
Assist in budget preparation and administration;
Prepare reports on engineering projects and activities;
Review plats and make recommendations to Planning and Zoning Commission;
Coordinate the Engineering as well as other departments' review of plans;
Provide analytical and developmental recommendations that relate to standard detail and specifications revisions, policy development, project management, and program implementation;
Coordinate the actives of plan review and project management by scheduling and assigning work to meet deadlines.
Verify work completed and processes associated design and construction payments.
Negotiate and mediate differences with contractors and review change orders.
Evaluate and respond to technical inquiries from inspectors, consulting engineers, developers, and contractors;
Review exhibits and descriptions for easements and right of way acquisition;
Prepare council agenda items for assigned capital, private development or other special;
Provides technical assistance to inspectors, consulting engineers, developers, and contractors by reviewing documents to ensure compliance with City procedures, ordinances, and other requirements;
Prepare ordinances, resolutions, abandonments, and construction contracts/bid documents;
Assists and leads staff engineers on plan review, use of proper procedure and interpretation of City requirements to insure conformance with City standards; conducts final inspection of construction projects;
Design CIP projects and/or perform as Project Engineer on more complicated projects with limited direction;
Address and resolve citizen inquires;
Negotiate and develop professional service contracts and approve pay request;
Regular and consistent attendance for the assigned work schedule;
Perform related duties as required.
Qualifications
Completion of a bachelor degree in civil engineering or closely related field with and additional five years experience as a licensed civil engineer; or any combination of relevant education and experience which provides the following:
Registered Professional Engineer.
Knowledge and Abilities
Knowledge of:
Principles and practices of civil engineering;
Computer software for engineering applications such as Autocad and Geographical Information Systems (G.I.S.);
Methods and materials used in public works construction;
Contract administration;
Technical writing.
Ability to:
Design and estimate costs for public works construction projects;
Deal with others effectively;
Operate computer and software;
Perform professional-level engineering duties.
Physical Requirements:
Occasionally lift up to 10 pounds.
Occasionally carry up to 10 pounds.
Frequently stand and walk.
Occasionally reach above, at, or below shoulder height.
Frequently handle objects.
