ABOUT GALT

Incorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99. The City is led by five elected council members, the Mayor being appointed.

ABOUT THE POSITION

The City is seeking a Senior Civil Engineer.

If the City does not receive qualified Senior Civil Engineer applicants, the department may underfill the position at the Associate Civil Engineer level. Under general direction, serves as project manager for complex professional engineering activities, including environmental program planning and compliance, design, construction, land development engineering, traffic engineering, water, wastewater, and storm water/drainage resources engineering, and other programs; ensures that functions meet all applicable laws, regulations, and City policies related to the City's Capital Improvement Program (CIP), land development, traffic and transportation, and utility infrastructure; provides complex staff assistance to departmental management staff in areas of expertise; serves as subject matter expert in support of other City Departments; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Deputy Public Works Director. Exercises general and direct supervision over assigned staff.

CLASS CHARACTERISTICS

This is the advanced journey-level registered (licensed as a Professional Engineer in the State of California) class in the professional engineering series. Incumbents are responsible for providing professional-level support to assigned management staff in a variety of areas of expertise. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.

  • Monitors activities of the work unit; recommends improvements and modifications and prepares various reports on activities and projects;recommends and assists in the implementation of goals and objectives; implements policies and procedures.

  • Participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications as required; maintains a variety of records; prepares routine reports of work performance.

  • Oversees the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; negotiates and administers contracts after award; ensures contractor compliance with City standards and specifications, as well as time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.

  • Conducts CIP planning activities; provides oversight and input into conceptual designs of engineering projects; investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects; ensures that projects are completed on time and within budget.

  • Prepares designs, specifications, plans, estimates, and reports for the development and modification of City infrastructure, including streets, traffic controls, curbs, gutters, underground utilities, and various facilities and appurtenances.

  • Analyzes, reviews, and administers plans and maps in conjunction with subdivision development in the City.

  • Analyzes civil engineering plan designs, specifications, and consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommends approval or additional engineering conditions and changes.

  • Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provides information regarding City development requirements.

  • Responds to and resolves various issues with residents, other department representatives, and outside agencies in a professional manner; identifies and reports findings and takes necessary corrective action.

  • Assists in or manages design and construction projects for public works projects; ensures contractor compliance with contract documents, time and budget estimates; recommends field changes as required.

  • Conducts engineering and related studies, evaluates alternatives, makes recommendations, and prepares reports for the City Council.

  • Conducts studies and confers with the public regarding traffic and transportation issues; addresses traffic control and signage problems.

  • Confers with and provides information to property owners, contractors, developers, engineers, architects, and the public regarding conformance to standards, plans, specifications, and codes; explains codes, requirements, and procedures; evaluates alternatives.

  • Participates in City long- and short-range capital improvement and preventive maintenance activities.

  • Prepares and submits grant applications and administer grant agreements with local, State, or Federal agencies.

  • Interprets and administers applicable laws and ordinances governing engineering work.

  • Performs the more complex construction inspections to confirm contractual compliance to engineering and construction standards.

  • If appropriately certified, may be designated as the City Surveyor to review all final maps and write legal descriptions and prepare plats for easements, lot line adjustments, and other survey related issues in conjunction with capital improvement projects.

  • If appropriately certified, may be designated by the City Engineer as the person responsible for professional civil engineering work with the ability and requirements to sign and seal such work.

  • Conducts a variety of organizational studies, investigations, and operational studies; assists in developing policies and procedures such as procedure guidelines, design standards, and standard plans and specifications while ensuring that operation and maintenance, financial, regulatory, and legal requirements are met.

  • Acts as the City's liaison with a variety of committees, commissions, construction and design engineers, and developers; represents the City and the department in meetings with other public, regulatory, and private organizations.

  • Prepares a variety of written correspondence, reports, grant applications, plans, procedures, ordinances and other written material.

  • Attends meetings, conferences, workshops, and training sessions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field ofurban planning and other types of public services as they relate to the area of assignment.

  • Monitors changes in laws, regulations, and technology that may affect operations.

  • Manages specific engineering programs such as development review, assessment district administration, capital plan execution, and infrastructure replacement.

  • Performs other duties as assigned.

Supplemental Information

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in civil engineering or a related engineering field and six (6) years of professional journey-level experience in civil engineering with emphasis in public works capital improvements.

Licenses and Certifications:

  • Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.

  • Possession of a valid certificate or registration as a Professional Engineer in the State of California.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City construction and development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

ENVIRONMENTAL ELEMENTS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may work in the field and occasionallybeexposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS

Must be able to pass a pre-employment physical and background investigation, including fingerprinting. Will be required to work in an office setting.
