This position is established in the Bureau of Project Delivery, Schedules, Specifications and Constructability Section (PSSCS) under the manager of the Specifications Review Unit. This position provides the technical expertise necessary to develop and maintain construction and material specifications; interpret and provide usage guidance for specifications, special provisions, and measurement and payment items; and perform quality control review of contract bid documents.
Demonstrates proficiency in the understanding and use of department specifications, special provisions, and measurement and payment items on PennDOT construction projects and with the development and preparation of PennDOT project bid documents and bid packages. Demonstrates knowledge and experience of PennDOT contract management and project bidding policies, procedures, and processes in the development of specifications, special provisions, and the project bid package.
Responsible for the developing, coordinating, reviewing, writing, updating, and issuing of departmental specifications including technical and procedural issues.
Coordinates specification development with PennDOT Central Office Bureaus, Department Districts, Federal Highway Administration (FHWA), American Association of State Highway and Transportation Officials (AASHTO), Associated Pennsylvania Constructors (APC), Pennsylvania Asphalt Pavement Association (PAPA), Pennsylvania Concrete Association (PACA), other State DOT's, allied industry associations, and new product developers.
Works closely with Central Office Bureaus and the Districts to evaluate the use of Non-Standard Special Provisions and measurement and payment items. Upon determination of appropriateness, incorporates applicable parts of provisions into Pub 408, Department standards, and other PennDOT publications.
Responsible for interpreting, providing guidance to users, and rendering advance engineering judgment and decisions on complex issues related to transportation projects construction specifications.
Reviews new and proposed technical and legal changes to Pub 408 and prepares recommendations for acceptance, modification, or disapproval. Ensures legality, technical, and administrative compatibility within various sections, design, and construction standards, product evaluation results, and design and construction manuals and practices.
Initiates and manages the department's Clearance Transmittal process for the development and approval of changes to Pub 408, special provisions, and measurement and payment items. Coordinates the Clearance Transmittal process within the department, with FHWA, and with other appropriate external agencies and allied industry groups. Secures federal approval of proposed changes of specifications, special provisions, and measurement and payment items.
Work hours and additional information:
Work Hours: Monday through Friday, 7:30 AM - 4:00 PM with a one-hour lunch period
You will have the opportunity to work from home (telework), up to 50% (three days one week and two days the next). In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
CONDITION OF EMPLOYMENT: Possession of a valid driver's license which is not under suspension.
