This is a highly responsible position within the Senior Center Program.  This individual functions as Director of a Multi-Purpose Senior Center that may be designated as a community focal point.

They are responsible for seeking goals for the center's program, assuring their attainment, and maintaining the efficient and safe functioning of the center physical plant.

Program Administration:

  • Plan and execute programs, educational activities, parties, trips, and special events with input from the Elder's Council and Center members. Responsible for securing speakers for Center programs in life skills, education, nutrition, tax preparation, health issues, etc.

  • Escorting groups of seniors on trips, assuming responsibility for securing reservations, bus and meal arrangement, and assuming the responsibility for the welfare of participants on such trips. They will be assisting them in dealing with unusual situations that may arise.

  • Preparation and submission, to the supervisor, the schedules of Center events for publication in their Center newsletter.

  • Maintaining prescribed books and records of the Center's financial activity, accurate records, membership cards, statistical reports, and inventory of the supplies.

  • Maintenance of the Center's physical plant to assure the safety of its members, including emergency repairs, making arrangements for repairs through the appropriate channels, etc.

  • Ordering necessary supplies through the Bureau of the Aging Purchasing Agent.

  • Securing supplier for special events and parties, as needed.

  • Giving first aid treatment to clients in emergency situations and/or securing treatment.

  • Oversees Nutrition Program as part of Center's activities.

  • Teaching classes as necessary.

Supervision:

  • Supervises Assistant Director, part-time instructors, nutrition manager, volunteers, and senior aides.

Social Service:

  • Provide information on agency and community services; make referrals as necessary to appropriate agencies/staff.

  • Supervise shopping assistance program by accepting referrals for the elderly in their service area, assigning cases to senior aides, and monitoring their activity.

  • Supervise telephone reassurance program by accepting referrals for service in their service area, securing a volunteer from the center membership, responding to any crisis situations that arise, and monitoring volunteer activity.

  • Establishing lists of eligible members for transportation to/from center; coordinating the provision of the Transportation Service with their assigned driver.

Clients/Community Involvement:

  • Establish and maintain a close rapport with center members in the effective functioning of the center.

  • Keep abreast of services, programs, topics of interest to the elderly, and to assist members as much as possible.

  • Approve coordination and scheduling of center transportation for functions, center, medical, etc.

  • Performs other duties deemed necessary by the Director of Senior Center Programs.

  • Knowledge of the principles of individual and group behavior.

  • Knowledge of various recreational and/or social service programs and activities.

  • Knowledge of programs carried out in a senior center.

  • Ability to communicate effectively orally.

  • Ability to communicate effectively in writing.

  • Ability to perform basic arithmetical operations (addition, subtraction, multiplication, division).

  • Ability to organize and lead the activities of people, individually and in groups.

  • Ability to record information on standardized forms, such as the names and addresses of consumers, the number of consumers in attendance, the receipt and expenditures of funds and related data, either manually or through use of computer software programs.

  • Ability to establish effective working relationships with consumers, co-workers and personnel from various public and private agencies.

ELIGIBILITY : ALL CANDIDATE{S):  

1.)  Meet the minimum experience and training (MET'S) required for this position:

  • Three months of experience as a Senior Center Operator 1; or

  • Six months of experience in providing direct services in a human services, education or a community based setting to the aging population or to individuals from various cultures and socio-economic backgrounds or to individuals who have physical, intellectual or emotional disabilities; or

  • Any equivalent combination of experience and training. 
    2.) Be a resident of Pennsylvania.

3.) State Civil Service Commission Approved Additional Special Requirements: None

4.) Must be eligible for selection in accordance with Civil Service rules.

5.) Be eligible for selection in accordance with the merit system employment regulations

  • ELIGIBILITY - COMPETITIVE PROMOTION WITHOUT EXAMINATION ONLY: CLASS RESTRICTIONS:  1.) Have held regular civil service status in the following classifications:

  • Senior Center Operator 1

SELECTION CRITERIA:

1.) Meet the minimum experience and training required for the job.

2.) Meritorious Service, defined as:

  • The absence of any discipline above the level of written reprimand during the 12 months preceding the closing date on the posting.

  • The last due overall regular or probationary performance evaluation was higher than unsatisfactory.

3.) Seniority, Defines: A minimum of twelve months in the next lower class(es) by the closing date of this posting 05/02/2024.
