Job Duties

The Department of Education (Central Operations), Office of Procurement seeks qualified candidates for two Senior Buyers. Responsible will include, but are not limited to, ensuring compliance with the VPPA, the APSPM, VITA's Buy IT Manual, the Vendors Manual as well as DOE policies and procedures by verifying accuracy of, or requesting changes to, descriptions, coding and supporting documentation for purchase requests; and ensuring use of mandatory sources, mandatory & optional use statewide contracts, and compliance with SWaM utilization. The selected candidate will be responsible for determining method of procurement when dollar value exceeds threshold requiring competition; serving as a contract officer for assigned contracts solicited via competitive sealed bidding or competitive negotiations; providing training and technical assistance in the use of the state's e-procurement system (eVA); and serving as agency primary Charge Card Program Administrator. This position is required to file an annual State of Economic Interest Form in accordance with the Code of Virginia, §2.2-3114.

Minimum Qualifications

  • Demonstrate the ability to communicate effectively both orally and in writing, establish and maintain effective working relationships within a wide range of expertise and educational backgrounds and work with outside entities in a professional, responsible, and effective manner.

  • Thorough understanding of the Virginia Public Procurement Act (VPPA) and the regulations set forth in the Agency Procurement and Surplus Property Manual (APSPM, the Vendors Manual published by the Department of General Services, Division of Purchases and Supply and the VITA Buy-IT Manual.

  • Considerable knowledge of state and federal regulations related to small purchase charge card, individual liability travel card and air travel card operations, including Commonwealth Accounting Policies and Procedures (CAPP) Manual charge section.

  • Computer proficiency, including creating and updating complex Excel spreadsheets and creating complex Word documents, considerable knowledge of basic computer concepts such as spreadsheets, word processing, databases, etc.

  • Demonstrate the ability to research, analyze for all procurement requests and activities as well as interpret statutory and regulatory requirements in the areas of procurement to determine effects of DOE programs and processes.

  • Demonstrate the ability to develop and issue form and information competitive procurements.

  • Demonstrate the ability to review procurement documentation and advise appropriately.

  • Demonstrate the ability to prepare training materials and delivery procurement, contract administration and Small Purchase Charge Card (SPCC) specific training to VDOE operational units.

  • Demonstrate the ability to provide technical consulting services, training, guidance and recommendations for improving IT-related procurements.

  • Skilled in using automated financial systems including web-based charge card vendor application, and state of Virginia systems such as eVA.

  • Demonstrate the ability to procure high dollar/volume commodities for both non-IT and IT-related goods and services in a time sensitive environment.

  • Demonstrate the ability to interpret and apply policies and procedures; analyze and negotiate complex and high-value non-IT and IT-related contracts; and advise departmental personnel on same.

Additional Considerations

  • Graduation from an accredited college or university with a degree in Business or related field of study or a combination of professional training and experience.

  • Virginia Contracting Officer (VCO) certified preferred.

  • Advanced level procurement certification, such as UPPCC's Certified Professional Buyer (CPPB) or NIGP's Foundations of Technology Procurement Specialty Certification.
