The City of Roanoke is seeking a Senior Buyer to procure goods and services for the effective operation of City departments by facilitating complex solicitations and preparing all documents related to the solicitation and contract process. The successful candidate will analyze quotations, bids, and proposals for relative prices and consistency with solicitation requirements and specifications and verify requisitions and determines propriety of purchases on sole source requests.

Bachelor's degree from four-year college or university preferred with major in public or business administration, accounting, finance, or related field; two years related experience and/or training in purchasing (public sector preferred); or equivalent combination of education and experience. Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia. One or more of the following certifications is preferred: Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Professional Contract Manager (CPCM), Certified Professional Public Buyer/Officer (CPPB/CPPO), and/or Virginia Contracting Associate/Officer (VCO).

Examples of Duties

SUMMARY

Procures goods and services for the effective operation of City departments by facilitating complex solicitations and preparing all documents related to the solicitation and contract process.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Independently prepares and facilitates complex Requests for Proposals (RFP), Invitations to Bid (ITB), Project Manual

Invitations to Bid, Design Build, and Construction Management solicitations, and all associated documents related to the solicitation and contract process

Analyzes quotations, bids, and proposals for relative prices and consistency with solicitation requirements and specifications

Verifies requisitions and determines propriety of purchase on sole source requests

Reviews and approves procurement documents in the financial system for assigned departments.

Assists in the preparation of contracts

Guides assigned departments through decentralized procurement processes

Searches for new trends, innovations, and contracting opportunities related to the goods and services being offered for sale to assigned departments

Advises department and division personnel on purchasing matters

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

EDUCATION and/or EXPERIENCE

CERTIFICATES, LICENSES, REGISTRATIONS

One or more of the following certifications is preferred: Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Professional Contract Manager (CPCM), Certified Professional Public Buyer/Officer (CPPB/CPPO), and/or Virginia Contracting Associate/Officer (VCO).

LANGUAGE SKILLS

Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to listen and ascertain the needs of customers; ability to find and communicate accurate information concerning process, policies and procedures to customers; ability to respond to customers tactfully and courteously.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and deal with an extensive variety of variables. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
