Jurupa Unified School District SENIOR BUYER DEFINITION Under general direction, coordinates, performs, and assumes responsibility for the clerical and technical aspects of the District's purchasing program; supervises the daily activities of the Purchasing Department in the Director's absence; personally handles specialized purchasing projects and performs related work as required. ESSENTIAL JOB FUNCTIONS · Assists in the performance of the more difficult purchasing operations of the district following established laws, policies, and procedures. · Confers with school and departmental employees to determine purchasing needs and specifications · Locates sources of supply, compares costs, and evaluates quality and suitability of supplies, materials, and equipment · Checks product compliance with legal requirements to ensure receipt of proper quality and quantity · Processes purchase orders for delivery to appropriate departments and vendors · Screens vendor calls, employee complaints regarding products, delivery dates, late orders, and sources of products · Investigates complaints and secures adjustments · Keeps abreast of current prices and qualities; technological, ergonomic, and other changes to commodities; new and alternative commodities; and sources of supply, and vendor performance · Audits open purchase orders to ascertain appropriateness of purchases, and reviews recurring purchases for possible inclusion in the district warehouse · Prepares specifications, bids and quotations for a wide variety of supplies and equipment, prepares bid documents, analyzes bids and quotations and makes recommendations on awarding contracts. · Assists staff with implementation of technology including electronic purchasing · Shares expertise and provides technical direction to personnel in the department · Supervises other purchasing department personnel in the absence of the Director of Purchasing · Prepares reports and correspondence relative to purchasing activities DESIRABLE QUALIFICATIONS: Knowledge of: Purchasing methods and procedures including product suitability and quality Sources of supplies and marketing practices Standard purchasing terminology and specifications, commodity markets, marketing practices, commodity pricing methods and discounts Personnel Services January, 2001 SENIOR BUYER DESIRABLE QUALIFICATIONS (continued) Knowledge of (continued): Types of supplies, materials and equipment commonly used in a school district Technology related to electronic purchasing, operation of computers and computer programs and other office equipment Preparation of specifications, bids and bid packages Education code, public contracting code and other legal requirements and procedures used in public school district purchasing Ability to: Interpret and apply laws, rules and regulations affecting school district purchasing Prepare and present standard bids and accurate specifications Analyze bids and quotations Direct the work of other departmental employees Develop and maintain cooperative and effective working relationships Communicate orally and in writing with vendors and staff Examine and evaluate products and services Make arithmetic calculations and check records with speed and accuracy Understand and carry out oral and written directions Sit for sustained periods of time Work on more than one task at a time Concentrate on current task in spite of distractions in an active, busy environment Efficiently and effectively operate office machines, including a computer with keyboard and monitor, for sustained periods of time Maintain regular, steady attendance Education and Experience: Four years of increasingly responsible and varied purchasing experience in business or public agencies, involving independent and/or supervisory responsibilities Two years of college including courses in purchasing, business management, or related fields Note: this type of experience and training background is indicative of the kind and level most likely to be successful, and is not meant to be interpreted in an overly literal or restrictive manner in regard to alternative, equivalent backgrounds.
