  • Reviews, analyzes and evaluates business systems and user needs.

  • Liaises between end-users and vendors and Information Technology personnel.

  • Consult with department managers and staff to determine operational objectives by understanding business functions; gathering information; evaluating output requirements and promoting operating efficiency.

  • Communicates and understands technical information related to existing and upcoming systems.

  • Develops supporting documentation outlining requirements, business use cases, risks, recommendations, system design and testing plans.

  • Monitors system and business operations and anticipates future needs and plans accordingly to meet those needs and documents costs.

  • Coordinates implementation of new systems; confers with appropriate managers and staff to resolve issues.

  • Recommends and facilitates new workflows, forms or processes to increase performance or streamline a manual process.

  • Develops reusable analyst procedures, methods or standards.

  • Provides project and team leadership through broad knowledge of the business and its operations to aid in making decisions that follow the strategic direction of the department and organization.

Required Qualifications:

  • Bachelor's degree or equivalent.

  • 5 to 7 years of experience including system analysis.

  • At least 5 years of experience gathering requirements, prioritizing, documenting and developing plans.

  • May require on-call work to provide additional support and may require work to be performed outside of traditional business hours including early mornings, nights, weekends, and holidays.

A Brief Summary of This Position: The main goal of this position is the analysis, design, development and implementation of application programs and the modification of existing application programs. Analyze project requirements, develop effort estimates, task dependencies and provide technical support. Support major cross functional projects with complex and challenging business problems that can have a broad organization impact and provide opportunities for significant competitive advantage. May solve highly technical complex problems and be called on to consult for other projects. Direction is provided by the immediate supervisor and normally consists of relative priority and timing requirements of the assignment, business process requirements and tradeoffs, assigned resources, security and/or performance requirements, interface and technical requirements. The incumbent is encouraged to leverage all technical resources to maximize production output and quality, and to develop and implement the solution within the parameters provided and subject to supervisory direction and user acceptance testing and approval. Supervisor is kept informed of progress toward the goal, issues, problems, conflicts and opportunities to help guide the project toward completion. The system user or customer is fully involved at each stage of implementation to help insure the accuracy of the solution. The Senior Programmer Analyst leads activities by coordinating development, systems integration and end user testing including planning, building, scheduling, facilitating execution, issues resolution, controlling scope, and adjusting to unforeseen issues. The incumbent works with the project team to document, prioritize, and resolve issues to ensure testing deliverables are completed on time. Development and implementation of applications requires a broad understanding of application architecture and integration with business systems. Solutions must consider feasibility and overall performance impacts. An implementation plan is developed and maintained through the lifecycle of the project. The incumbent should have a sound understanding of the economics of testing to promote quality at a reasonable cost. The supervisor is kept informed of progress toward the goal, issues, problems, conflicts and opportunities to help guide the project toward completion. The incumbent is given complex and challenging business problems that can provide opportunities for significant competitive advantage. The Senior Programmer Analyst must perform feasibility and economic analysis to evaluate system alternatives for cost and bottom line impact. Efficiency of the entire business process must be considered throughout the development cycle.
