THE POSITION:

The University of Southern California Administrative Operations is seeking a Senior Business Officer II to join their team! This position is responsible for the business operations of Office of Legal Affairs and Professionalism and Human Resources (General Counsel, Outside Counsel, Office of Professionalism & Ethics, Office of Compliance & Ethics, Audit Services, and HR). This position is also responsible for overseeing accounting and financial operations, short and long term budgeting, strategic planning, personnel and payroll administration, and facilities and equipment planning and management, along with directly supervising business management staff.

JOB RESPONSIBILITIES:

  • Manages business function of Administrative Operations through delegation of responsibilities to professional business management staff.

  • Oversees processing of daily transactions and preparation of final reports for internal and external distribution.

  • Develop, monitor, and reconcile departmental budget; provide forecasts and projections; monitor expenses

  • Provides regular and special financial reports, as required

  • Has responsibility for determining that strong internal controls are implemented.

  • Develops and oversees implementation and administration of internal financial policies and procedures.

  • Interprets applicable laws, rules and regulations, as well as university financial policies and procedures. Interprets financial policies and procedures and ensures department's compliance with same.

  • Professional experience in higher education is desirable.

  • Able to manage multiple tasks and deadlines in an active work environment with shifting needs and priorities.

PREFERRED QUALIFICATIONS:

Preferred Education

  • MBA or CPA

Preferred experience

  • 10 Years' FP&A and/or accounting experience in academia, entertainment or another decentralized organization or industry

Minimum Education: Bachelor's degree; Combined experience/education as substitute for minimum education

Minimum experience: 7 years; Combined education/experience as substitute for minimum experience

Minimum field of expertise: Knowledge of accounting and internal/external requirements. Navigating policies, procedures and systems and use of computerized spreadsheets and databases.

The Senior Business Officer / Director of Payroll for the Office of the Provost Shared Services Division directs the budget and payroll operations for this division. Job Accountabilities: * Directs all Provost Payroll shared services activities for all clients. Manages assigned staff, handles ticket system, manages all escalated issues, ensures timely and accurate processing of payroll, and manages merit process. * Manages the business functions for the Office of the Provost. Oversees processing of daily transactions and preparation of financial reports for internal and external distribution. * Oversees budget administration. Plans and develops short and long term budgets. Provides projections and forecasts and analyzes financial impacts. Analyzes actual versus budget performance to determine variances. Determines corrective action. * Provides regular and special financial reports, as required. * Has responsibility for determining that strong internal controls are implemented. Examples of control areas include maintaining and reviewing receipts, procurement, disbursements, and payroll. With respect to procurement, whether by use of procurement cards, paperless requisitions, paper purchase orders, internal requisitions, or USC debit cards, the SBO should determine that there is an appropriate segregation of duties so that goods or services, which are procured are reviewed and reconciled monthly to Account Status Reports by someone other than the individual initiating the transaction and by someone that does not report to the individual initiating the transaction. This reconciliation process must include obtaining and retaining original receipts and/or invoices for business-related expenses. * Develops and oversees implementation and administration of internal financial policies and procedures. Interprets applicable laws, rules and regulations, as well as university financial policies and procedures. Interprets financial policies and procedures, and ensures department's compliance with same. Preferred Qualifications Education: * Master's in Business Administration or equivalent degree Experience * Experience in higher education budgeting and experience in using Workday. At least 5 years of experience in managing a staff and knowledge of payroll laws and USC processes and procedures. * Must have the ability to use a variety of accounting/financial software applications, preferably Kuali and WorkDay * Demonstrated knowledge of generally accepted accounting principles and procedures. * Typically possess experience managing staff and operations in multiple financial departments. * Demonstrated knowledge of budget control including variance analysis. * Demonstrated experience with interpretation of policies/analyses/trends/etc. * Strong managerial, conflict resolution and staff development skills. * Excellent oral and written communication skills. * Ability to meet and communicate effectively with both technical and non-technical staff/faculty * Ability to work in a fast-paced environment while balancing and prioritizing multiple projects * Ability to learn and adapt quickly. * Ability to manage multiple projects, adjust to changing priorities and perform well under pressure. * Experience working with a job costing or project costing accounting system Minimum Education: * Bachelor's degree * Combined experience/education as substitute for minimum education Minimum Experience: * 7 years * Combined education/experience as substitute for minimum experience Minimum Field of Expertise: * Thorough knowledge of fund accounting and internal/external requirements. * University financial policies, procedures and systems and use of computerized spreadsheets and databases.
