Job Duties
The Virginia Department of Transportation's (VDOT) Transportation and Mobility Planning Division is excited to offer a competitive opportunity to serve as a Senior Business Manager in our Central Office. This position will plan, organize, lead, and manage a variety of business functions for the Transportation and Mobility Planning Division including budgeting, accounting, procurement, contract administration, and strategic planning.
Position specific primary responsibilities and duties will include, but are not limited to:
Administrative Activities
Provide technical support in the administration of business functions. Oversee compliance and reporting. Oversee requests for
information and provide input to others on policy or legislative changes.
Outreach Liaison
Represent the Transportation and Mobility Planning Division and serve as an advocate to obtain and allocate fiscal resources. May include internal VDOT programs, FHWA or legislative committees. Provide outreach and training to others regarding programmatic and financial programs and changes.
Financial Planning
Develop, direct and administer a multiyear fiscal strategy and spend plan related to revenue projections, strategic planning and short and
long term program goals. Provide feedback regarding projections and needs to internal and external stakeholders.
Contract Administration
Oversee contract administration activities. Provide leadership on development of complex contracts that may involve multiple
divisions within VDOT. Oversee processing of consultant contracts ensuring compliance with VDOT policies and federal and state
regulations and guidelines. Provide expertise and training to VDOT staff regarding best practices for the use of assigned contracts.
Oversee research and reporting on contract compliance, audit results and develops corrective action plans and reports for
stakeholders.
Budget Development and Management
Develop and manage assigned budgets and spending plans. Ensure proper financial stewardship through the development and
application of sound policies and procedures. Determine proper allocation of funds within appropriate financial systems. Oversee
reconciliations and provide oversight of expenditures. Collaborate with VDOT staff to research and correct errors. Authorize budget
adjustments and expenditures based on need and funding availability.
Funding Generation
Conduct research and analysis and evaluate opportunities to incorporate alternate funding sources into VDOT programs.
Evaluates state and federal opportunities and establishes financial management systems to expand grant funded opportunities.
Manage Human Resource Functions
Lead the administrative and human resource functions. Ensure human resource policies, procedures and guidelines comply with
VDOT policies, and changes are communicated to staff. Manage training and development efforts of staff by developing training
programs ensuring fund availability.
Accounting and Procurement
Oversee purchasing of goods and services, professional services, consulting procurement and small purchases. Ensure accounting
and financial transactions are processed according to policies and procedures. Oversee compliance with Prompt Pay Act.

Minimum Qualifications
Ability to interpret laws, regulations, policies, and procedures.
Ability to develop operational budgets, spending plans, monitor and analyze data.
Experience applying administrative, managerial, supervisory principles and practices.
Ability to develop, monitor strategic plans, forecasts and develop financial reports.
Ability to establish, maintain effective working relationships with all levels of agency management and with vendors.
Ability to communicate effectively orally and in writing with customers and make presentations and conduct meetings.
Knowledge of contract management policies and procedures.
Considerable knowledge of government accounting, information technology, public budgeting principles and practices.
Skill in the use of computers and web-based applications.
Knowledge of federal and state transportation regulations, policies and procedures.
Ability to develop and apply innovative solutions to complex business problems.
Knowledge of grant administration and fund management principles and practices.
Considerable knowledge of government procurement concepts, practices, procedures and regulations.
Additional Considerations
Knowledge of consultant procurement processes and procedures.
Knowledge of federal and state transportation regulations, policies and procedures.
Experience in managing and administering budgets, financial activities or strategic plans. Knowledge of grant administration and fund management principles and practices.
A combination of training, experience, or education in Business, Accounting, Finance, Economics, Public Administration or related field desired.
Knowledge and experience in working with consultant invoices and Consultant oversight.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief.
Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
