The City of Torrance is recruiting for a Senior Business Manager to be part of the

Public Works Team!

The Department

Public Works is made up of over 200 employees who provide service to our residents, businesses, and other City departments to improve and maintain the City's parks and recreational facilities, streets, sidewalks, landscaping, traffic, sewers, and water system. 

The Position

Under direction of the department Administrative Services Manager, the Senior Business Manager will assist in the planning, organization and direction of the daily process of the Public Works Department.  This individual will be responsible for approximately $150,000,000 of various grant and non-grant funding included in the City's Capital Improvement Program; ensuring compliance with grant agreements; monitoring Engineering Division Capital project expenditures; assisting with completing grant applications and reports; generating and analyzing ad hoc reports; assisting with the department annual budgeting process; ensuring audit compliance; preparing City Council items and making public presentations as required.

The Senior Business Manager may also supervise the activities of assigned subordinate personnel; manage the internship program as budgeting allows; assist with the Engineering Division's website; and act as the liaison between the Public Works Department and other City departments to maintain service efficiencies and advance Public Works initiatives as part of the City's strategic plan.

For more information about the duties of the position, click here. Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the necessary knowledge and abilities is:

  • Bachelor's degree in Business or Public Administration or a related field; and

  • Four (4) years of progressively responsible administrative or analytical experience. (At least one (1) year of supervisory or lead experience of a major program area.)

Ideal Candidate:

Successful candidates will possess the following:

  • Strong audit and budget or account monitoring experience;

  • Excellent leadership and supervisory skills;

  • Minimum 4 years of auditing and analytical experience;

  • High degree of initiative;

  • Ability to complete multiple priority assignments;

  • Strong interpersonal and communication skills;

  • Familiarity with various social media platforms;

  • Resourcefulness and reliability; and

  • Ability to work independently and shift priorities as needed.
