Summary

Under direction, is responsible for supporting the Bexar County Juvenile Probation Department ; will support the mission of the Department, ensuring the successful delivery of IT services as defined in the duties and responsibilities. This position will represent the Department professionally and effectively and establish and maintain effective working relationships with co-workers, department employees, management, outside organizations, and agencies.

Duties and Responsibilities

  • Leads important projects in providing business analytics services to clients in a shared services environment, including the development of new insights and understanding of business performance based on data and statistical methods;

  • Examines and identifies data patterns and trends to help answer business questions and improve decision-making;

  • Responsible for performing general analytics and statistical modeling on existing data sets in various areas of the county to assess trends and develop actionable insights and recommendations to management, via understanding of the business model and the information available for analysis;

  • Uses data, statistical and quantitative analysis, explanatory and predictive modeling, and fact-based management to drive decision making;

  • Supervises the activities of other Business Intelligence Developers;

  • Consult with department management to understand, document, and analyze business requirements and translate those requirements into analytics/reporting requirements;

  • Works with analyst teams to improve and streamline processes relating to reporting and ad-hoc analysis to improve data accuracy, visibility, and value;

  • Creates ongoing reporting processes and execute daily, weekly, and monthly reporting packages;

  • Identifies areas to increase efficiency and automation of data analysis processes;

  • Develops and plans required analytic projects in response to business needs

  • Interacts directly with business partners to support their operational needs; enable the business to make effective decisions and solve problems with quantified insights into data;

  • Understand business processes, problems, and questions, translate issues into requirements that can be understood and executed efficiently and effectively, and maintain constant communication with business partners to follow-up and validate results and answer questions;

  • Develop statistical models and methodologies to predict, quantify, and/or forecast various business metrics;

  • Performs data manipulation, transformation, hypothesis testing, and predictive modeling;

  • Communicates and presents models to business customers and executives, utilizing a variety of formats and visualization methodologies; and

  • Performs other related technology duties and projects as assigned

Minimum Qualifications

  • Bachelor's Degree conferred by a college or university accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board with a relevant degree plus five (5) years or more of experience or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

  • Preferred Certification/License in Business Analysis, Lean Six Sigma, and/or Project Management.

  • Must secure and maintain a favorable background investigation and must clear a pre-employment physical and drug test. Must have a valid driver's license. May be required to work more than 40 hours during the workweek.

  • Must have knowledge and be proficient with Microsoft Office (must be highly skilled with Excel), Visio, and Project; strong knowledge of best practices in data management and improvement; knowledge of statistics; knowledge of dashboard, scorecard, and other reporting techniques; knowledge of data mining techniques. Knowledge and technical expertise regarding data models and database design. Experience with data management, process documentation, and problem-solving.

  • Strong skills in data mining, analytical, and problem-solving; strong skills in analytical thinking, critical thinking, decision support and performance analysis, forecasting, and planning; skilled in organizing and leadership.

  • Ability to summarize key points of information and be highly detail-oriented; ability to identify opportunities for improvement; ability to coordinate concurrent tasks; ability to prioritize and execute tasks in a high-pressure environment; ability to write and amend SQL queries; ability to present complex information in an understandable and compelling manner; ability to effectively communicate, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations and agencies, vendors and the general public.

  • Supervises professional, including assignments, monitoring, training, evaluating performance, and recommending actions such as hiring, promoting, disciplining, and/or dismissing employees. Employee may modify or combine known methods in order to achieve work goals.

  • Independent judgment is required to coordinate programs that with the goal enhance the quality of services provided. Initiative is constantly required to achieve work goals. Conflicting or incomplete data is occasionally encountered in decision-making. Decisions are made regarding policy interpretation, project planning, group work scheduling and individual work priorities.

  • Constant contact with outside organizations, managment, and co-workers. Frequent contact with other government agencies, vendors, service providers, other department employees,. Communication is primarily in person, via telephone, and through written correspondence.
