Under minimal supervision, the Senior Business Information Technology (IT) Consultant consults in partnership with customers to identify and address areas of potential automation of business functions.
The duties include identifying business requirements, conducting cost-benefit analyses that will be used for the procurement of information technology-based solutions, and making recommendations that meet the customer business objectives and support the County's strategic IT plan and architecture.
This position typically reports to the Business Consulting and Project Services Manager.
This Senior Business Information Technology Consultant (SBITC) position resides in the Procurement Department.
This position has been designated as a specialized recruitment.
In addition to meeting the employment standards, the selected candidate must also have experience providing client and Software as a Service (SaaS) solutions and IT procurement activities which include drafting service level agreements and technology contracts.
The position is responsible for assisting client departments with successful IT procurement.
This includes collaborating with departments to assess IT business service needs; conducting market place research; validating the IT solutions; and developing and executing the acquisition and contracting strategy.
Typical Tasks Identifies Information Services Department (ISD) internal and external customers and stakeholders; Participates in a variety of customer meetings to provide IT support and expertise; Meets with customer departments to discuss their business needs and IT problems; documents needs; suggests solutions and future directions to resolve business issues and to identify needed improvements; Develops and implements customer survey plans that are used to determine if services are meeting customers' needs and to determine how services can be improved; In association with the customer agency, defines customer business needs, alternative approaches, and cost-benefits to meet their automated needs; Writes outlines and explanations of customer requirements, justifications for funding, cost-benefit analyses, and requests for proposal in order to obtain the required funding for new IT systems; Identifies technological applications currently being used in one agency and recommends them, where appropriate, to other agencies with similar business needs; Communicates customer needs to staff and management across divisions and departments that will be involved in projects to meet the customers' needs; Develops implementation plans that align with and contribute to the attainment of the customer agency and ISD business goals; Interacts with customer agencies to ensure that their information technology and equipment operate correctly; Participates in the development of and advises management on strategy and technology deployment; Provides technical advice and recommends policies, procedures enhancements, and the acquisitions of hardware, software, and services; Provides supervision or leadership and mentoring to Business IT Consultants: coordinates and reviews the work of others, trains and consults, provides input to or evaluates work performance, and facilitates problem solving; Develops cost and budget analyses; Performs other related duties as required.
Employment Standards Note: Development of the required knowledge, skills and abilities is most typically obtained through training and experience equivalent to possession of a four-year degree in computer science, information systems, business or a closely related field.

  • AND - Five (5) years of experience in the field of systems analysis, systems engineering, programming, data analysis, and/or database administration.
    One (1) of the five (5) years of experience must include project management and leadership/mentoring of staff.
    Knowledge of: Techniques of supervision and training; Organization and elements of a large information services department; Application development life cycle; Business system applications; Principles and techniques of software and system quality assurance and control; Principles and practices of technical problem solving; Team dynamics and team building; Principles, practices and techniques of customer service; Design, installation and maintenance of mainframe, distributed, client/server, and desktop computer systems; Principles and practices of producing project and technical documentation; Concepts related to the backup and recovery of files.
    Ability to: Supervise, schedule, and evaluate the work of subordinate personnel; Work effectively with customers and executive management; Promote and maintain a team environment; Maintain effective working relationships with other staff and customers; Communicate clearly, both orally and in writing; Understand highly complex information technology systems and methodologies; Make technical oral presentations to technical and non-technical audiences; Analyze and solve problems at a conceptual level.

We are looking for an exceptional Senior Business Systems Analyst to join the team responsible for the Data Driven Customer Engagement. We partner with marketing, sales, product, and customer experience teams to activate streaming and batch data that scales with Adobe's increasing demand. We activate data from all subject areas (product usage, financial subscription/retention, web visit, marketing, and data science) to optimize product development and personalized customer experiences. Your desire to make an impact and a hands-on approach is critical as you work closely with engagement marketing and engineering teams deliver data for enriched segmentation and personalization. The successful candidate must be able to pro-actively engage the business, build relationships and solve problems. You must also be able to independently drive analysis of data quality and problem solving and share recommendations with a broader solution delivery team. This position will provide thought leadership and continuous improvement to or delivery and operations cycles. This is not an "order taker" position. What you'll do * Interact regularly with business communicating the project portfolio, technology roadmap, and planning on future business objectives. * Understand capability of applications and their generated transaction and event data (SAP, Adobe's marketing tools, Hadoop/Kafka streams) in environment and effectively navigate the data domains to identify and inform business partners and engineering on best source for each use case. * Provide thought leadership to the Information Data Services (IDS) organization and to business on how to achieve results. * Serve as an intake and prioritization funnel for business engagement and developing clear requirements. * Work within the program management and engineering teams to deliver business needs quickly. * Assist Adobe business partners in all stages of process of defining key capabilities/requirements that will enable their strategy and participate in the gathering of functional requirements that lead to projects or enhancements. * Prototype the solution to our business partners. * Work with Enterprise Application Architecture, Project Management, and Development to plan, design and deliver of solutions that meet business needs. * Participate in and/or lead various process improvement projects to increase operational efficiency. * Work with Operations and Support Management to coordinate the handling/escalation of production support issues in a timely and efficient manner. * Creating complex conceptual designs (including application interfaces and interactions) and dashboards. * Collaboratively get work done by working with and inspiring high performing teams across multiple geographies. * Responsible for driving adoption of delivered solutions.
