Position Overview

These positions support CBP ACE Collections, and the Office of Trade within Customs and Border Protection. The Automated Commercial Environment (ACE) is the system through which the trade community reports imports and exports and the government determines admissibility. The Office of Trade (OT) consolidates the trade policy, program development, and compliance measurement functions of CBP into one office. The Office provides uniformity and clarity for the development of CBP's national strategy to facilitate legitimate trade and manages the design and implementation of results-driven strategic initiatives for trade compliance and enforcement.

Responsibilities

  • Eliciting requirements using interviews, document analysis, requirements workshops for visioning, surveys, and business process mapping and analysis

  • Working with users to define concepts and clarify requirements under the direction of project managers

  • Contributing to project plan updates

  • Conducting detailed research in order to translate business and functional requirements into precise, high quality features and user stories

  • Developing user stories in collaboration with Capability Owners and business stakeholders to meet "definition of ready" (fully elaborated with acceptance criteria)

  • Identifying and validating key business requirements

  • Working closely with cross-functional project teams and help drive projects across the product design, development and testing phases of delivery

  • Defining and documenting product Vision (in a Vision and Scope document or in alternative Vision descriptions favored by agile teams)

  • Communicating and collaborating with external and internal customers to understand business strategies and future initiatives to assist in the planning and management of work

  • Determining future process and solution needs

  • Analyzing business needs to identify new processes or process improvements that will meet the needs of stakeholders

  • Defining the business problem and primary objectives of new projects

Required Qualifications

  • A Bachelor's degree is required in one of the following disciplines: Finance, Accounting, Business, Public Policy, Public Administration, or related discipline

  • Minimum 10 years of relevant experience

  • Proficient in MS Office Suite applications (Outlook, Word, Excel, Access, Project)

  • Ability to work with precision and accuracy in a fast-paced environment

  • Ability to be organized, detail-oriented, flexible, and dependable

  • Experience working and interacting with high-level executives, public officials, and stakeholders

  • Effective written and verbal communication skills

Preferred Qualifications

  • A Master's degree in Finance, Accounting, Business, Public Policy, Public Administration, or a related discipline is preferred.
  • PMP certification is preferred.

As a member of the Financial Information System (FIS) team, the Sr. Financial System Specialist will be responsible for supporting AAMC financial systems, providing technical assistance to users, detailing and streamlining business processes, trouble-shooting system/data issues, testing new functionalities, testing and monitoring integrations, and developing financial reports. The successful candidate will use his/her IT and Accounting knowledge and specialized technical skills to support and coordinate the technical aspects of our financial systems. You will work in a collaborative environment to support departments across the organization as well as work on complex projects with minimal direct supervision. The candidate will work independently to prepare and review business requirements and to report findings and project progress to managers and directors. * Support Finance operational activities in various financial systems: Workday Financials, Workday Procure-to-Pay, Workday Payroll, Workday Time Tracking systems and internal and external revenue systems. * Design and test integrations between financial systems and service applications * Troubleshoot errors in financial systems and work closely with IT, service departments and software vendor to address system level issues and transactional issues * Streamline system integrations and improve existing business processes * Document business processes, prepare SOPs and provide training * Translate business needs into requirement specifications to vendors * Design and develop custom reports as required for the Finance team, business users and senior executive management * Create user test cases and perform system and unit testing * Plan on periodic system upgrade, conduct sandbox testing for existing functionalities and manage system upgrade * Review features in system upgrades and implement new features as needed * Review transactional activities and be an advocate for internal control awareness What will you bring to the role? * Bachelor's degree in Computer Sciences, Information Systems, Accounting or related area is required * Prior experience with supporting and configuring financial systems is a must * 5-7 years of professional experience preferably in an association or higher education environment * Knowledge in SQL Queries and database principles * Hands-on experience in using reporting tools * Strong proficiency in MS Office applications; including Excel Pivot table, formula and macros * Knowledge in basic accounting operation activities * Excellent oral and written communications skills * Ability to work effectively independently and collaboratively when needed * Go-getter and ready to pick up new knowledge and assignments * Ability to handle several tasks effectively and efficiently in a fast-paced environment If a bachelor's degree is required, related work experience may be substituted in some positions. One year of college course work at an accredited institution is equivalent to one year of related work experience.
