These positions support CBP ACE Collections, and the Office of Trade within Customs and Border Protection. The Automated Commercial Environment (ACE) is the system through which the trade community reports imports and exports and the government determines admissibility. The Office of Trade (OT) consolidates the trade policy, program development, and compliance measurement functions of CBP into one office. The Office provides uniformity and clarity for the development of CBP's national strategy to facilitate legitimate trade and manages the design and implementation of results-driven strategic initiatives for trade compliance and enforcement.
Eliciting requirements using interviews, document analysis, requirements workshops for visioning, surveys, and business process mapping and analysis
Working with users to define concepts and clarify requirements under the direction of project managers
Contributing to project plan updates
Conducting detailed research in order to translate business and functional requirements into precise, high quality features and user stories
Developing user stories in collaboration with Capability Owners and business stakeholders to meet "definition of ready" (fully elaborated with acceptance criteria)
Identifying and validating key business requirements
Working closely with cross-functional project teams and help drive projects across the product design, development and testing phases of delivery
Defining and documenting product Vision (in a Vision and Scope document or in alternative Vision descriptions favored by agile teams)
Communicating and collaborating with external and internal customers to understand business strategies and future initiatives to assist in the planning and management of work
Determining future process and solution needs
Analyzing business needs to identify new processes or process improvements that will meet the needs of stakeholders
Defining the business problem and primary objectives of new projects
A Bachelor's degree is required in one of the following disciplines: Finance, Accounting, Business, Public Policy, Public Administration, or related discipline
Minimum 10 years of relevant experience
Proficient in MS Office Suite applications (Outlook, Word, Excel, Access, Project)
Ability to work with precision and accuracy in a fast-paced environment
Ability to be organized, detail-oriented, flexible, and dependable
Experience working and interacting with high-level executives, public officials, and stakeholders
Effective written and verbal communication skills
