WRMA is currently seeking a Senior Business Analyst professional for a State Human Services contract located in Hawaii. The Senior Business Analyst professional will have the following duties:

Job Description Overview

Provide expertise to technology vendor serving Hawaii's Department of Human Services. Use knowledge and skills in one or more areas of child support practice or related service delivery to provide support to the vendor and state through technology solution efforts. Must be able to work as part of a team that may include other technology vendors, state and county stakeholders and case management system operators as needed to address the unique needs of Hawaii's child support services systems. Candidates must be knowledgeable about the child support system and have demonstrated business analysis experience.


  • Provide expertise and leadership in eliciting and documenting user requirements for large, complex new systems or system enhancements; ensure functional and technical requirements are fully documented.

  • Ensure requirements are met throughout the systems development life cycle.

  • Conduct user interviews, performs workflow analysis, documents scope and objectives, and lead design sessions to define "As is" and "To be" processes.

  • Develop test scenarios for complex systems; prepare user acceptance test documentation; collaborate with system users to conduct user acceptance testing.

  • Coordinate unit testing, integration testing, production simulation and load testing, and network testing.

  • Contribute to user guides, reference manuals, and training materials as appropriate.


  • Bachelor's degree in Computer Science or equivalent field is required

  • Minimum of seven (3) years of experience as a business analyst for human services and/or child support systems. Experience with health and/or human services information systems is a plus.

  • Knowledge of federal reporting agencies including MITA and CMS.

  • Experience in development methodologies and concepts translating requirements into user stories.

  • Knowledge of and strong ability to implement the strategies and techniques used to ensure that customer needs are addressed in the solution design.

  • Excellent communication skills, including both oral and written.

  • Experience writing documentation and troubleshooting applications.

  • Preferred technical experience with engineering/design teams and direct interaction with developers.

  • Demonstrated experience documenting issues and risk, test plans, and test scripts.

  • Excellent computer skills including MS applications Word, Excel, PowerPoint and Visio, etc.

Physical Requirements:

  • Work in enclosed office with controlled temperature climates.

  • Long periods of sitting.

  • Long periods of computer use.

  • Lifting up to 15 pounds.

  • Long periods of focus and detail orientation.

Travel: Occasional local travel may or may not be required.
