Job Description:

The Oregon Department of Justice is seeking to hire a Senior Business Analyst (Operations and Policy Analyst 3) to serve on its Legal Tools Program Team. As the Senior Business Analyst, you will collaborate with vendors, other business analysts, and program team members to develop requirements, oversee test scenarios for technical and user acceptance, participate in the testing of systems to verify functionality, provide technical assistance, and support organizational change management and training efforts, as needed. Our best candidates will be empathetic and able to foster essential business relationships across the agency to ensure new systems meet business needs help drive successful adoption.

At this time, the position is Limited Duration through June 30, 2025. The current plan is to ask for continued funding into future biennia. If future funding is secured, the appointment may be extended or experience a permanent recruitment.  A developmental, work-out-of-class, or underfill (until MQs can be met) rotational opportunity may be possible if the best candidate is internal and a rotation won't negatively impact the business.

REQUIRED ATTRIBUTES AND SPECIAL REQUIREMENTS

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills AND four (4) years professional-level evaluative, analytical and planning work, OR any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification and position described.  Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)

  • Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.

  • Must agree to comply with specific security and confidentiality requirements of the Department and its business units.

  • Must work independently and be self-directed.

  • Must work well in a highly motivated team coverage situation, cover various interest groups, and exercise considerable initiative.

Demonstrated history overcoming resistance in different settings and work cultures, influencing stakeholders, and leading without formal authority.

  • Experience serving as a strategic leader.

  • Experience with large-scale IT modernization, business transformation initiatives, migration, and/or integration projects.

  • Experience working in a Hybrid or Agile environment.

  • Knowledge of project management and business analysis practices, and the ability to communicate on this topic with a wide range of individuals who may not have knowledge of project management disciplines.

  • Demonstrated business results through effective planning, monitoring, and controlling programs and projects; execution-, outcome-, and deliverable-focused.

  • Familiarity with case management tools and software (i.e., case information management, time management, billing management, and document management).

  • Ability to fully understand the business needs of a large law firm as it pertains to technology and practical application in a legal environment.

  • Ability to adapt technical and process requirements to meet diverse business needs.

  • Effective problem-solving, analytical, and time management skills.

  • Strong organizational, presentation and customer service skills.

  • Skilled at analyzing data and documentation.

  • Demonstrated technical writing experience.

  • Ability and capability to communicate respectfully both verbally and in writing with a wide range of audiences including employees, managers, external stakeholders, and agency partners.

  • Ability to command respect and to create a sense of community amongst the often-disparate members of project teams.

  • Ability to develop relationships and bring people together in pursuit of a common managed objective.

  • Familiarity and experience applying techniques outlined in the Business Analysis Body of Knowledge (BABOK) and Project Management Book of Knowledge (PMBOK).

  • Certification in Business Analysis (PMI-PBA), Project Management (PMP or CAPM), or similar.

  • Lead and assign business analysts on the team in the analysis of business practices, processes, and procedures; plan, develop, organize, write, and edit operational processes, procedures, requirements, and needs; lead and develop business process models.

  • Validate that captured requirements match the intentions of the stakeholders' needs.

  • Participate in solution design with technical teams.

  • Ensure captured requirements can be traced to/from system functionality.
