The Department of Local Services (DLS) is seeking to hire a Senior Business Analyst with high level analytical and technical skills to lead the effort to ensure department performance measures, operations, and programs are organizationally aligned, results-oriented, and continuously improving. The Business Analyst will play a key role in program and budget planning and monitoring efforts, share technical expertise and recommendations during program development and process improvement efforts, and focus on the development of management data collection and visualization systems. The results of this work will support program and operations monitoring and improvement efforts with staff, management, and the County's senior leadership team.
In addition to being the implementation lead and thought partner for operational excellence, this position may be asked to analyze problems and develop solutions to issues with significant impact to the department. The Analyst may also be asked to lead and implement strategic programs.
This position will work out of the DLS Director's office, report to the Deputy Director, and work closely with management, finance, and program staff from within the Director's Office and across the department. While having ongoing efforts to manage, the individual in this position may frequently need to switch focus and effort amongst other DLS and division priorities. The DLS Director's Office includes economic development, participatory budgeting, community needs list, grant, and community engagement programs. The department includes the Roads Services and Permitting Divisions. All programs and divisions work to support the residents of unincorporated King County.

Job Duties

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
Develop, implement, and maintain a management data reporting process and system using data visualization tools (such as PowerBI or ArcGIS StoryMaps) to make information accessible.
Oversee status monitoring, tracking, and reporting for services, programs, and budgets, and make recommendations in support of established organizational goals.
Develop and implement process improvement tools to ensure operations, systems, and practices support ongoing process improvement and comply with laws, codes, policies, contracts, and agreements.
Lead staff in identifying and delivering quantifiable business process improvements through the application of process improvement tools and techniques.
Develop, prepare, and review financial and operational plans and/or systems; maintain projects, databases, and systems.
Work with program staff to identify data needs and implement data visualization techniques to further reporting, improvement, and equity goals.
Support policy and/or operational issue analyses with partner and internal data.
Analyze problems and present solutions design, lead, implement, and manage strategic programs to enhance services in the unincorporated areas.
Perform other duties as assigned, bringing a strong customer service perspective to all activities.
Experience, Qualifications, Knowledge, Skills
Demonstrated record of progressive responsibility and relevant experience, or the equivalent combination of education and demonstrated professional experience necessary to successfully perform the essential functions of this position.
Strong and demonstrated commitment to equity, racial, and social justice.
Self-directed and self-motivated critical thinker, with strong ability to collaborate with and work in teams.
Skill in analyzing information, solving analytical challenges, and making recommendations based on analysis.
Excellent communication (written and verbal), organizational, and project management skills.
Strong ability to learn new technologies and adapt them to processes including AI, computer programming (e.g. Python), and SaaS.
Working experience with business intelligence tools such as Power BI, etc., to create reports, dashboards, and management/reporting systems.
Be knowledgeable about data cleaning, data visualization, data architecture, and emerging business intelligence strategies (GIS experience a plus).
Expert level use of Microsoft products (Excel, Teams, etc.).

WHO MAY APPLY: This recruitment is open to current King County employees. This recruitment may also be used to fill current and/or future career service, term-limited temporary, short-term temporary, and/or special duty positions over the next six months.
INTERVIEW PROCESS: Those applicants who pass the initial screening will be invited to a 45-minute interview the week of October 14th.

WORK SCHEDULE: The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.
