We are currently seeking a Senior Business Analyst to Join IPS.

Position Description (scope of work or brief narrative):

The Business Analyst performs analysis, design, and new construction of next-generation IT applications. Responsible for understanding the needs of the customers and the realities of commercially available IT products and creating systems requirements that will allow implementation by the development team and COTS products. Provides application design (including systems requirements), development, testing, and maintenance support for programmatic, administrative, business intelligence, and strategic analysis software applications.

Required years of experience, training, technical skills, and other requirements for job performance:

• Minimum 7 years of experience in Information Technology.

• Experience in Business Requirements Documentation and Pre-Sales Support Experience creating proposals for US Federal / quasi-government agencies with emphasis on IRS, VA, and HHS.

• Primary responsibility will be to work with key stakeholders and coordinate day-to-day deliverables for the team; The chosen candidate will work with business teams and help them prioritize a roadmap to increase Agility.

• The role holder should help teams practice the values and principles of Agile and become more Agile.

• Experience with Agile Development, SCRUM, or Extreme Programming methodologies.

• The role holder should be able to create status reports and provide status updates to the stakeholders every week.

• Ability to understand complex data models and be able to perform Data Analysis and Data Mapping.

• Review the test plan, test cases, and test scripts ensuring traceability to all requirements.

• Applies industry best practices to improve the Client's current practices.

• Develops recommendations to improve processes or techniques.

• Determines the overall requirements gathering strategy and plans the requirements phase of the project including the work division strategy among the project BAs.

• Manages the progress and quality of the requirements-gathering activities and adjusts the plan as necessary.

• Plans the risk response strategy to be used in monitoring and controlling all identified risks throughout the requirements process.

• Typically leads moderately complex projects and participates in larger, more complex initiatives.

• Solves complex technical and operational problems.

• Acts as a resource for teammates with less experience.

• May have people management responsibilities for a small team.

Educational Requirements:

• Bachelor's degree or foreign equivalent required from an accredited institution. Will also consider three years of progressive, relevant work experience instead of every year of education. Candidates who have completed a Master's degree program are strongly preferred.

The job also entails sitting as well as working at a computer for extended periods. Should be able to communicate by telephone, email, or face-to-face.
