Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.
This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.
NOTE: Telecommuting is not an option for this position.
OIT is seeking the services of an experienced consultant(s) to act as an Advanced Business Analyst (BA).
The chosen candidate will work with client staff to analyze and document existing processes, and will provide a high level of customer support to the client user community. This position may also be assigned other deliverables, tasks, and/or projects as needed.
The successful candidate shall report directly to the Business Systems Support Supervisor.
Scope of Work/Job Characteristics
The Business Analyst's scope of work to be performed includes, but is not limited to, the following activities:
Lead and/or assist in Business Requirements gathering sessions (JADs);
Work closely with customers, stakeholders, and IT software developers to document business requirements;
Develop As-Is, To-Be, and other required business analysis documentation;
Develop and lead implementation of business process improvement recommendations;
Serve as a liaison with users;
Follow a standard set of practices that ensure the integrity and quality of project artifacts;
Manage expectations of diverse stakeholders and provide regular briefings to executives;
Work independently as part of a larger cross-functional team.
Bachelor's Degree in Computer Science, Information Systems, Business Administration, or other related field; or equivalent work experience.
This position requires the following experience and/or knowledge:
8-10+ years of experience working as a Business Analyst, using both Agile and Waterfall;
Proven experience with business and technical requirements analysis, business process modeling/mapping, and methodology development;
Experience coordinating business users, technical staff, and architects to help analyze and define future needs and operations based upon use case and analysis of alternatives;
In-depth knowledge of business process design and re-engineering;
Experience communicating and working within cross-departmental teams and strong collaborative skills;
Excellent computer skills, with strong concentration on Microsoft Word, Visio, PowerPoint and Excel;
Experience preparing status reports and providing management briefings;
Excellent leadership and negotiation skills;
Excellent verbal and written communication skills.
This position prefers the candidate have the following skills, experience, and/or knowledge:
Experience working with Law Enforcement Agencies and associated security requirements;
Certified Scrum Master (CSM);
Take charge, can-do attitude;
Negotiation and mediation skills;
Experience with state government projects;
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
