OBJECTIVE:

Under the general supervision of the Building and Traffic Management Supervisor, this position performs complex, routine, and extensive preventative maintenance and repair procedures on City buildings, mechanical, plumbing, and electrical equipment, and utility systems, including traffic signals and streetlights. The Senior Building Maintenance Technician troubleshoots alterations and repairs involving heating and cooling systems; plumbing systems; electrical systems; mechanical systems; computer, phone, and video cabling network; carpentry, doors, keys and locks, and other duties as assigned. In emergencies or during adverse weather conditions, this position may be required to perform snow and ice control duties or other severe weather maintenance operations.

RELATIONSHIPS:

Reports to: Building and Traffic Management Supervisor directly, and indirectly to Operations Superintendent and Operations Director.

Has work contacts with Department, Division, Office Heads, co-workers, City employees, suppliers/vendors, and the general public.

Supervises: N/AESSENTIAL DUTIES:

  • Obtains necessary electrical and plumbing permits for facility improvement and maintenance projects.

  • Installs, maintains, troubleshoots, and repairs plumbing systems, including piping, sinks, and lavatories, along with all supporting components.

  • Installs, maintains, troubleshoots, and repairs HVAC systems in the City buildings, performs routine HVAC system preventative maintenance work, determines HVAC system problems, and makes recommendations for repair by using test meters, owner's manuals, blueprints, schematics, and reference manuals.

  • Installs, maintains, troubleshoots, and repairs centrifugal pumps and valves associated with various building heating and cooling systems, including, but not limited to, hot water boiler systems, chillers, heating pumps, bearings, air handlers, exhaust fans, rooftop units, split systems, unit heaters, etc.

  • Installs, maintains, troubleshoots, and repairs building electrical distribution systems and equipment, including fuses, circuit breakers, light fixtures, relays, electric motors, electric controls, receptacles, switches, and fire alarm systems.

  • Installs, maintains, troubleshoots, and repairs lockable hardware such as doors, automatic electric doors, and magnetic keying systems to ensure the safety of facilities.

  • Performs maintenance at City buildings, including, but not limited to, moving furniture, carpentry, light fixture repair, plumbing fixture repair, and painting.

  • Installs, maintain, and repairs all street lighting and traffic signal systems, including underground circuitry and electrical services operated by the City.

  • Repairs, troubleshoot, and maintains sewer lifts, leachate collection systems, and methane collection and monitoring systems, including methane flares at all landfills operated by the City.

  • Installs, repairs, and maintains all types of communication and data network systems, phone lines, audio, and video cabling infrastructure within the City organization.

  • Researches needed parts and supplies; locates suppliers and best prices; prepares and maintains an inventory of parts, supplies, tools, and equipment; prepares related reports and maintains updated lists of vendors and contractors; provides supplies to various facilities.

  • Responds to emergency and non-emergency calls 24 hours a day, seven days a week.

  • Recommends and specifies new and improved equipment, materials, and work methods for consideration by the Building and Traffic Management Supervisor, Operations Superintendent, Operations Director, and the Director of Public Works.

  • Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.

  • Performs other special projects and other job duties as assigned or required during regular and non-business hours, including providing support as a part of any City response to essential or emergency operations.

MINIMUM POSITION REQUIREMENTS/QUALIFICATIONS

The requirements listed below are representative of the knowledge, skill, and/or ability required to perform the essential duties of the position.

A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements.

Education and Experience

Minimum education and experience required to perform essential duties of the position. 

  • A High School diploma or equivalent is required.

  • A Licensed Master or Journeyman Electrician or Plumber designation is preferred or five years of experience as a Building Maintenance Technician. 

  • A minimum of three years of responsible "hands-on" experience in plumbing, electrical, HVAC, building, and/or mechanical equipment maintenance and repair is required.

  • Possession of a valid state-issued Class "B" Commercial Driver's License, or ability to obtain and maintain such license within one (1) year of hire.

A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements.

For successful performance in this position, the incumbent must demonstrate the following knowledge, skills, and abilities.

Knowledge of:

  • Knowledge of the principles, practices, methods, and procedures as applied to HVAC, building, plumbing, electrical, and mechanical maintenance and repair.

  • Good knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, troubleshooting, and repair activities.

  • Good knowledge of electrical, heating, ventilation, and air conditioning systems.

  • Good knowledge of electrical and mechanical systems.

  • Working knowledge of materials, tools, equipment, and procedures used in floor cleaning, repair of cleaning equipment, carpentry, and locks.

  • Working knowledge of the care and use of the tools, vehicles, and equipment used in construction, maintenance, and repair activities.

  • Knowledge of facility operations, maintenance, and repair work.

  • Knowledge of the occupational hazards, safety measures, and precautions of the plumbing, mechanical, and electrical trade.

Skill in:

  • Safely operating a variety of maintenance tools, equipment, and machinery.

  • The use of standard tools, equipment, and testing devices.

  • The repair and installation of mechanical, electrical, plumbing, or building service equipment.

  • Strong ethics base built on integrity, honesty, and respect.

  • Excellent time management, organizational, and prioritization skills.

  • Proficient in safety procedures.

  • Basic computer skills, including use of work order management software, Microsoft Outlook, Excel, and Word.

Ability to:

  • Understand blueprints, drawings, diagrams, manuals, specifications, codes, and ordinances.

  • Troubleshoot defects in electrical, HVAC, mechanical, and plumbing systems, devices, data network connections, and equipment.

  • Determine the origin of malfunctions and take appropriate action.

  • Ability to add, subtract, multiply, divide, and perform math calculations needed in determining minimum code-required electrical wiring and conduit size, estimate time required to perform typical repair and maintenance projects, etc.

  • Solve practical problems and deal with a variety of variables in situations where only limited standardization exists.

  • Perform strenuous labor for extended periods of time under varying weather conditions in a safe manner.

  • Operate a personal computer and utilize Microsoft Office applications.

  • Maintain a valid state-issued Class "B" commercial driver's license.

  • Keep daily records of completed tasks.

  • Work extended and non-standard hours, including participation in snow and ice control and other severe weather operations, and other Public Works operations, as directed.

  • Communicate effectively, both verbally and in written form, with supervisors, vendors, fellow employees, the general public, and City officials.

  • Work with minimal supervision and within the boundaries of responsibility.

  • Prioritize and schedule a variety of tasks in a diversified and fast-paced environment.

  • Establish and maintain effective working relationships with Department, Division, and Office Heads, City staff, co-workers, vendors, customers, and the general public.

  • Learn and apply new technology and computerized systems/building systems in order to detect and diagnose operational problems and maintenance needs.

  • Maintain confidential information, possess a high level of integrity, and adopt a professional work ethic.

  • Maintain a positive attitude and professional demeanor at all times and address resident and customer concerns in a helpful, courteous manner.

  • Must be reliable, timely, and proactive in the completion of duties.

  • Work effectively as part of a team.

  • Analyze technical data, identify patterns, draw logical conclusions, and effectively solve problems.

  • Must be able to work a varied schedule, including nights and weekends.   Ability and willingness to respond to situations twenty-four (24) hours a day, seven (7) days a week on a rotating after-hours call list.

Machinery and equipment including HVAC equipment, plumbing, mechanical, and electrical equipment, snowplow, common hand, and power tools, computer, and cell phone.

PHYSICAL FACTORS:

While performing the duties of this job, the employee regularly works in both indoor and outdoor environments and may, on occasion, be exposed to adverse weather conditions, including extreme heat and extreme cold, high winds, and wet/humid conditions.  The employee regularly works near moving mechanical parts and in precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, dust, and vibration.  The employee may be exposed to physical hazards from working in and around traffic, heavy machinery, heights, confined spaces, and other underground utilities.   On occasion, the employee is exposed to situations that could involve an element of personal risk, requiring compliance with necessary safety procedures.  The noise level in the work environment is generally quiet to moderately noisy.

This position frequently walks, stands, stoops, kneels, crouches, crawls, and exerts up to 100 pounds of force by lifting, carrying, pushing, or pulling objects. The employee is frequently required to see/observe, talk/speak, and listen/hear; use hands to finger, handle, feel or operate objects and equipment; repetitive arm, wrist, hand, and eye movements are included.  There is frequent twisting, reaching, wrist turning, and grasping.  The employee may be required to climb or balance. The use of protective equipment is required.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Hand-eye coordination is necessary to operate computers and various pieces of equipment.   The employee is required to use cognitive ability to reason, analyze, and verbalize thoughts and ideas.   Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials, or tasks.
