The Commissioner's Office for Thurston County is seeking a highly qualified and motivated candidate for the position of Senior Budget Analyst.
Incumbents perform advance professional budget preparation and financial analysis work. This position provides frequent analysis of the County's financial position to aid in decision making and reporting throughout the year and is engaged in preparation and publication of the county-wide budget. This position provides guidance and serves as a resource to county offices and departments on a wide variety of financial concerns and issues, including capital and operating budgets and financial alternatives. This position also monitors, prepares financial analyses for short and long-range revenue and expenditure forecasts, and identifies process improvements. This position reviews and updates policies, procedures and processes. Work is complex and requires independent judgment and leadership based upon a broad background of experience.
Essential functions may include, but are not limited to, the following:
Assists the Budget & Fiscal Manager in developing, justifying and presenting the biennial operating and capital budgets to the County Commissioners and the public.
Prepares, interprets, and analyzes a variety of information, data and reports, work papers, communications, schedules, and/or statements to and from internal departments, external agencies, and/or other applicable organizations and makes recommendations based on findings.
Develops, analyzes, and modifies computerized financial models and prepares financial report.
Analyzes changes in operating or capital fund balances and prepares comprehensive reports on the financial condition of all operating and capital funds and recommends solutions to identified problems.
Supports department and office budget staff in the development of operating and capital budgets.
Reviews department and office operating, and capital budgets, recommends budget allowances, is a subject matter expert.
Ensures applicable federal, state, and local laws, rules, regulations, and policies are adhered to.
Cultivate inclusive and respectful working relationships that support a sense of belonging for all employees and community members.
Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc., to sufficiently exchange or convey information and to receive work direction.

Bachelor's degree in finance, accounting, business administration or related field. Any equivalent combination of education and/or experience may be substituted for education on a year for year basis.
Six years of increasing responsible experience in analysis, design, forecasting, and planning of local government budgets, budget management, and support processes.
Depending upon the hiring department, incumbents may be required to have two years of supervisory experience.
Ability to utilize a personal computer and applicable software to successfully perform the essential functions of the position.
Current Washington State Driver's License or have requested and obtained an appropriate accommodation.

Ability to:
Plan, organize, and coordinate county-wide budget development processes
Develop, implement, track, and provide County's financial status
Monitor and report County's performance
Research, analyze, explain, and/or prepare reports, recommendations, and other correspondence

Develop guidelines, policies, procedures, specifications, scopes of work, and other related documents
Work independently on multiple projects and exercise discretion and good judgment
