Office of Fiscal & Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Monitoring Services Division is responsible for providing risk management services for OFMS and ODJFS. The division manages risk through subrecipient and contractor monitoring.

The division provides training, technical assistance, audit liaison services, and resolution services. The division provides oversight for counties, workforce local areas, state agencies, and others. Additionally, the division manages the County Finance Information System (CFIS). Their services also include technical assistance and training for Ohio's counties.

What You'll Do

This position will be responsible for the program and fiscal aspects of the Title XX program administered by JFS.

This position is responsible for all communications that are necessary with the local CFSA's via email and/or keeping website current and up to date

This position is also responsible for the maintenance and upkeep of the Title XX Reporting system. This includes updating the system when any changes are made to Title XX program or reporting requirements and any system enhancements that may be needed in the future.

In addition to assisting counties with quarterly expenditure reporting, they would also ensure that all counties submit the County profile plan each year and that the public hearings are held according to rule.

This position provides technical assistance and training to Ohio County Family Services Agencies (CFSA)s for the Title XX program. Responsibilities include developing and presenting regional and statewide conference training for Title XX program and fiscal components in conjunction with providing one‐on‐one training to county fiscal staff, county family service agency directors.

This position is also responsible for assisting counties in quarterly reporting of expenditures in the Title XX reporting system and the analysis of County Finance Information System (CFIS) reports, along with reviewing specific county spending patterns to analyze and forecast future allocation balances while maintaining the Title XX reporting system. This position will also work with federal and state partners on submitting the state Title XX plan and state Title XX expenditures.

The ideal candidate will have county and or state‐level experience in CFIS and Title XX; be comfortable with public speaking; able to interpret federal regulations, state statutes, Ohio Administrative Code rules, and Bureau of County Finance & Technical Assistance (BCFTA) policies; attend state‐level training and meetings at the central office (Columbus, Ohio) as needed. Confidently discuss fiscal issues and answer questions; and possess exceptional customer service skills and demeanor.

Schedule: 8am - 5pm Mon-Fri (actual times are negotiable)

Travel: Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid drivers license.

The ideal candidate, at minimum, must have the following:

OPTION 1:

4 yrs. experience in budgeting that included fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).

Option 2:

12 mos. exp. as Budget Analyst, 63262.

Option 3:

Completion of undergraduate core program in accounting, public finance, public administration or business administration; 24 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).

Option 4:

Completion of graduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer regression analysis models, trend analysis, forecasting cost benefit analysis).

Option 5:

Equivalent of Minimum Class Qualifications for Employment noted above.

Pay Information

This position is in the State of Ohio's E1 Pay Schedule, Pay Range 33. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $30.55 per hour). These ranges provide a standardized pathway for pay increases.

With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
