Job Description:

The Oregon Department of Justice (DOJ) is seeking to fill the Senior Budget Analyst (Fiscal Analyst 3) role with an experienced professional on the Budget Services Section team. In this role, the Senior Budget Analyst use their analytical skills and fiscal experience to support the agency and budget analyst team ensuring that the Department's budget is aligned with policy and department guidelines. As the Senior Budget Analyst, you will also be responsible for the training and mentorship of the budget analysts (Fiscal Analyst 2). This includes, but is not limited to, supporting them in their assignments by providing guidance, ensuring work accuracy, and meeting deadlines.

As a team Budget Services is a responsible for:

  • Developing the biennial budget for DOJ;

  • Identifying and forecasting resources necessary to meet the planned expenditures for the Department;

  • Monitoring the execution of the Department's approved budget;

  • Analyzing the fiscal impact of legislation and proposed program changes affecting the Department; and

  • Guiding and advising Division Administrators and Program Managers in the monitoring of expenditures to ensure that agency limitations and appropriations are being used within budgetary guidelines.

This is a hybrid position which will require some work in the office at our Justice Building in Salem. Remote work opportunities will be allowed on a regular basis once an initial onboarding phase is completed.

What You Will Do

In part, you'll be entrusted to:

  • Track budget process tasks and deadlines and communicate to Budget Team.

  • Provide training and assistance to the other Fiscal Analysts in performing their assignments including budgetary procedures, budget development, and reporting.

  • Serve as the Agency's Statewide Accounting and Budget Reporting System Coordinator (SABRS).

  • Coordinate work of all the Fiscal Analysts to ensure that all tasks are completed and unit deadlines are met.

  • Understand fiscal policy as necessary to ensure reasonableness, accuracy, and compliance with relevant guidelines, laws, and rules and participate in policy development.

  • Preparation and submission of quarterly budget allotments.

  • Research issues and provide timely responses.

  • Support and participate in the preparation of the legal rate model and reporting the legal fund performance.

  • Develop data and prepare background and presentation material.

  • Communicate with each agency division and strive to fully understand agency and division challenges and budgetary needs.

  • Be a budgetary point of contact with the State of Oregon Chief Financial Office and Legislative Fiscal Office in responding to technical questions and requests for information.

  • Support and provide back-up to budget analysts.

  • Lead and participate in a variety of planning and team meetings, as well as regular briefings.

  • Other fiscal analyst duties as assigned.

Required Experience

Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

Education Qualification Note:

  • A Bachelor's Degree in in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience.

  • A graduate level degree in any of the above areas may substitute for four years of the required experience.

Requested/Desired Experiences

  • Experience effectively communicating complex fiscal information both orally and in writing, to a diverse group of decision makers and stakeholders within a professional organization.

  • Work experience using a financial query tool to extract data from a mainframe database with an export to readable format (Excel, Word, PDF) and produce financial reports for management.

  • Work experience with State of Oregon Budget Information Tracking System (ORBITS), Oregon Position Control Information System (ORPICS), Oregon Business Intelligence Enterprise Edition (OBIEE), and Oregon Statewide Financial Management System (SFMA).

  • Work experience and understanding of complex financial management and budgetary principles and practices.

  • Thorough knowledge of governmental accounting principles.

  • Ability to logically think through complicated budget and financial scenarios and to make related calculations in a format that a reviewer can understand and follow.

  • Work experience that demonstrates ability to provide meaningful and understandable financial reports with forecasts of future expenditures.

  • Experience working with federal or other grants.

  • Understanding of Indirect Cost Rate development and cost allocation principles.

  • Effective and demonstrated experience communicating complex fiscal information (both written and verbal) to a diverse group of decision makers and stakeholders within a professional organization.

  • Demonstrated ability to work collaboratively.

  • Experience training and mentoring peers.
