The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS's technology services organization. Its mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Under the direct supervision of the IT Budget Director will work closely in management of budget, invoicing and contract related activities associated with the acquisition of IT Goods and Services for Department of Social Services (DSS) / Human Resources Administration (HRA). The Senior Budget Analyst ensures that all IT contracts are in compliance with federal/state/city rules, regulations and mandates.

Information Technology Services (ITS) is recruiting for one (1) Associate Staff Analyst to function as Senior Budget Analyst, who will:

  • Perform cost and feasibility analyses and coordinate with the IT Budget Director to determine appropriate procurement types (e.g. Competitive Sealed Bids, Micro-purchases, M/WBE Purchases, etc.) and funding sources.

  • Monitor the control of contract compliance to ensure that all procurements are processed in a consistent and timely manner as specified by the Agency's mission, mandated goals and priorities.

  • Develop and maintain contract reporting mechanisms for the Agency's hardware and software maintenance and other services. Regularly update internal databases and procurement tracking systems with status of budget and contract phases.

  • Oversee Agency's stakeholder recommendations for contractual services, analyses of market and price conditions, evaluations of vendor responses, vendor contract negotiations and facilitation of vendor selection.

  • Manage the renewal of Agency contracts including modifications and/or extensions for continued services. Determine the need of scope, review budgetary data, and monitor the provision of additional funding or defunding of existing contracts.

  • Manage the division's participation with operational, technical and professional staff in preparing specifications and documents for various solicitation methods of routine complexity and provide the division's staff with training in Agency policies and procedures.

Minimum Qualifications

1.A master's degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee

benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

2.A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in "1" above.

Preferred Skills

  • Excellent analytical, written, research, and verbal communication skills specifically with intra-agency stakeholders and vendors.
  • Comfort exercising independent initiative and decision making on assigned duties and responsibilities.

  • Experience in complex budget management or contract management process flows.

  • Advanced understanding of IT project funding need assessment methods and eligibility criteria to create funding request proposals that are crucial to effectively ascertain the funding needs for various IT Project initiatives.

  • Effective negotiation skills in an environment where needed resources may not be directly controlled by this role.

  • Excellent analytical, strategic conceptual thinking, planning, and execution skills.

  • Experience with contract/budgeting/invoicing applications such as Financial Management System (FMS), Procurement and Sourcing Solutions Portal (PASSPort).

  • Advanced knowledge of Microsoft Excel, Word, Outlook, and PowerPoint applications.

  • Knowledge of the NYC Procurement Policy Board (PPB) Rules.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
