Job Description Job Description Pay Range: $28.16 - $47.87 Hourly Location : Hallandale Beach This is a Full time on-site position working with the City Of Hallandale Beach MINIMUM QUALIFICATIONS Bachelor's Degree in Accounting, Finance, Business Administration or related field. Three (3) or more years' progressively responsible experience in professional accounting and budget administration in a governmental or similar institutional environment or an equivalent combination of education, certification, training and/or experience.

Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment. In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully. WORK OBJECTIVE Provides senior level technical, analytical, and administrative support and coordination for the City's annual operating, capital, and revenue budget development, projections, and administration, including but not limited to, supporting City departments, preparing formal presentation documents, training in accounting/budgeting processes and procedures, and conducting special projects.

Work is performed under direction with considerable latitude in the use of initiative and independent judgment. Position seeks technical guidance only on unusual or complex problems or issues. EXAMPLES OF ESSENTIAL FUNCTIONS Develops and assists in the coordination of City-wide annual operating and capital budget development activities in accordance with City policies and procedures and regulatory standards governing the work.

Reviews and analyzes department budget submissions including capital improvement projects for accuracy and compliance with budgetary accounting principles and procedures; makes recommendations for revisions/changes accordingly. Develops revenue/expense budgets and budget books for formal presentation to management, City Officials, and residents; develops and submits adopted budgets to Government Finance Officers Association (GFOA). Calculates ad valorem taxes utilizing different millage rate scenarios for revenue calculations and projections; prepares or assists in preparing/completing required budget forms/documentation related to resolutions, ordinances, and Truth in Millage (TRIM) compliance procedures.

Coordinates the preparation of the City's annual revenue manual and fee booklet.

Coordinates the City's strategic plan; monitors monthly performance reporting; ensures accurate and timely reporting prior to dissemination and formal distribution/publication. Trains and provides support to departments in accounting principles and budget development/administration procedures and system processes; informs and trains on new or changing standards, processes, and procedures. Ensures adherence to adopted budgets throughout the fiscal year; tracks projected revenues/expenditures to actuals; recommends reclassifications of actuals to correct account; approves transfers and budget related agenda items.

Performs financial and technical analyses and prepares various complex reports, presentations, charts, graphs and statistics for budget tracking, revenue projections, performance measurement, regulatory and audit compliance, and response to City Officials, senior management, and citizen requests. Reviews policies and procedures; provides recommendations for improving department efficiency and effectiveness. Analyzes financial data presented by all departments to determine its accuracy and compliance with budgeting procedures.

Confers with department heads and/or division heads to obtain additional information when required. Conducts annual surveys of surrounding municipalities and other taxing authorities regarding proposed and final mileage rates and any other needed information. Budget transfer and agenda approvals.

Answers questions regarding proposed and final tax bills. Attends City Commission meetings and serves as the Budget Director when required. Performs other related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of generally accepted accounting principles and practices. Knowledge of applicable federal, state, and local regulatory laws, standards and requirements for governmental accounting and budget development and administration. Knowledge of the principles and practices utilized in governmental accounting and budget development and administration.

Skill in application of principles and techniques utilized in business mathematics. Skill in critical thinking for issues resolution and process improvement recommendations. Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events.

Skill in working independently and following through with assignments with minimal direction. Advanced ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable organizational software. Ability to establish and maintain accurate, organized, and detailed documentation and files for ready access and retrieval.

Ability to research, compile and develop clear, concise, and accurate reports and associated documentation to facilitate effective decision making. Ability to articulate, demonstrate and train others concerning current laws, standards and best practices as applied to governmental accounting and budget development and administration. Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work.

Ability to exercise sound judgment and maintain confidentiality regarding critical and sensitive information, records, and reports. Ability to regularly attend work and arrive punctually for designated work schedule. Ability to communicate effectively verbally and in writing.
