What You'll Do:
- This position will work with internal and external OFA staff, including fiscal liaisons and program leadership, to ensure compliance with state and federal funding guidelines.
- Daily responsibilities include approving requestions and PARS, processing payroll coding changes (e.g., monitors agency payroll coding, oversees creation of payroll coding lines, corrects coding errors, & works with the Office of Budget & Management (OBM) on resolving payroll journal errors), monitoring available allotment for all funds under purview, and performing ad-hoc and routine financial analysis.
- Use of quantitative/statistical analysis (e.g., trend analysis, cash flow analysis, cost/benefit analysis, return on investment analysis) to generate various budget/financial reports and track & prepare financial analysis of proposed legislation or policy changes.
- Monitor spending patterns in order to prevent spending deficits & recommends approval/disapproval of proposed expenditures (e.g., reviews requests to fill positions, purchases, contracts).
- Assist with developing agency's biennium budget & other budget-related legislation.
- Attend agency budget hearings and drafts or writes materials in preparation for budget testimony & hearings.
- As assigned, serves as member of a Disaster Recovery/Business Resumption team, Incident Response Team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.
Position Qualifications
4 yrs. experience in budgeting that included fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).
- OR completion of undergraduate core program in accounting, public finance, public administration or business administration AND 24 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).
- OR completion of graduate core program in accounting, public finance, public administration or business administration AND 12 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer regression analysis models, trend analysis, forecasting cost benefit analysis).
- Or 12 mos. exp. as Budget Analyst, 63261.
- Or equivalent of Minimum Class Qualifications for Employment noted above.
Additional Qualifications

- Graduate or advanced degree in accounting, public finance, public administration or business administration
- Experience creating and implementing operating budgets
- Experience utilizing excel to create financial reports
- Experience advising agency managers on budgetary/fiscal matters
