InCadence Strategic Solutions is currently seeking a Biometrics Examination Services (BES) Lead in Bethesda, MD area for a Task Order providing support of the exploitation of biometric data as it relates to document and media exploitation. Exploitation of biometric data includes biometric examination services. This effort is responsible for the exploitation of documents and media which may contain identify, attribute data that can directly or indirectly help identify persons of interest to the intelligence community or law enforcement. AN ACTIVE TS/SCI with POLYGRAPH SECURITY CLEARANCE IS REQUIRED.

Required Qualifications:
  • BS/BA plus five (5) years of experience in IC or law enforcement Biometric Examination Services, or, six (6) years of experience in IC or law enforcement Biometric Examination Services to include experience leading a related effort in lieu of a degree.
  • Knowledge, expertise, training, and demonstrated work experience performing facial identification operations.
  • Experience in preparing and reviewing biometrics and identity exploitation policies, documents, standard operating procedures, training documents, and presentations.
  • Experience in presenting identity exploitation or biometrics-related issues to IC and USG senior leaders
  • Experience demonstrating a thorough understanding of tools/systems used for identity exploitation of biometric identity attributes and identity
  • Experience demonstrating the ability to prioritize work assignments and produce reporting on a time sensitive basis
  • Active TS/SCI clearance with POLYGRAPH is required

Preferred Qualifications:
  • Knowledge and expertise in photography concepts, multi-media file specifications/ formats/processing
  • Experience demonstrating an understanding of computer forensics principles, file systems, and forensics tools

POSITION SUMMARY As a member of the Finance Business Partner group for Information Technology (FBP iT), the Senior Financial Analyst-Reporting & Analysis will provide support to the Sr Manager and team in the operations reporting and "what if" business analyses across the iT Run organization. He/she will support a team which will focus on implementing key finance and regional reporting processes, utilizing and enhancing reporting systems and tools, and ensuring consistency and best practices in business analysis and operations reporting across the iT organization. The Senior Financial Analyst will also provide proactive support to ensure the reporting and business analysis needs of iT are met through effective partnerships across multiple stakeholders including continent and corporate leadership and discipline teams and external stakeholders. She/he must be adept at tapping diverse sources of information, identifying profitable opportunities, anticipating challenges, devising and executing breakthrough strategies/approaches to deliver against the current and future business priorities, and engaging and partnering with key business leaders and owners, thereby strengthening Marriott's competitive advantage through excellence in financial management. EXPECTED CONTRIBUTIONS * Develop operations and management reporting and conducts "what if" business analysis support to FBP iT staff, iT leaders, Finance Business Partners, HQ and Continent discipline leaders and other key stakeholders for iT projects, programs and initiatives and will lead the development of Key Performance Indicators (KPIs) across iT to monitor business performance to provide indicators of business changes and/or risks. * Develop/utilize special financial models for establishing goals and proactively identifying financial opportunities. Prepare special operations analysis and reports to track financial results, trends, key metrics, and provide comparative analysis, and track critical areas affected by changes in the economy, etc. * Provides financial data, data trends and market information to help FBP iT accurately assess performance, identify risks and deliver quality solutions to critical business issues. * Assist with the development of business cases and/or develop fully documented, accurate cost and funding models for proposed projects. * Provides key metrics to analyze performance and provide actionable information to iT leaders. * Participates on intra and cross-discipline project teams providing a strategic finance perspective to the work and helping the project team achieve their objectives. * Preparation of reporting packages and critiques for iT Delivery Run Organization * Partner with AHS, Global Finance groups, and other stakeholders, as appropriate, to provide operations reporting and business analysis information to FBP iT team and iT organization. Ensure service delivery metrics are met and operational challenges are resolved timely. * Contribute knowledge of the business environment within iT and/or obtain necessary information to support the completeness and accuracy of financial information and explain trends and/or variations in budget vs. results. * Ensure knowledge and understanding of funding and cost allocation methodologies for iT programs, services and initiatives. * Using standard and customized reports, KPIs and other data, assist in the development of actionable recommendations to appropriately address identified business challenges and opportunities. * Establish and nurture relationships with iT staff to ensure information flow is timely and appropriate to effect attention to business challenges and opportunities. * Build, direct and/or support financial processes and analytic capabilities to ensure sound business and financial decisions are made and financial objectives are met or exceeded. Identify opportunities for improved profitability. * Participate on intra and cross-discipline project teams providing a strategic finance perspective to the work and helping the project team achieve their objectives. CANDIDATE PROFILE * Minimum 3 years' financial management experience in a global organization with increasing management responsibility including complex data analysis and financial modeling * Able to work on multiple projects simultaneously; ability to translate business needs into operational financial management priorities. * Able to consistently make decisions in a timely manner sometimes with incomplete information and under tight deadlines and pressure.
