Stantec is seeking a Senior Biologist to join our Impact Assessment, Permitting, and Compliance Practice in Northern California. The position is to be based out of our Redding, Chico Petaluma, Walnut Creek, San Jose, or Sacramento Office. As a Biologist, you will work in a highly dynamic team environment with other biologists/ecologists/water resource specialists, and land planning and regulatory experts. This position will include opportunities for both field and office work; it may also involve field work during construction of projects and implementation of ecosystem restoration projects.
In this position, you will be responsible for the contribution and management of multi-disciplinary project teams in all phases of the execution and delivery of siting and licensing of energy production, including renewable energy, and electric and gas transmission projects, as well as natural resource planning and management projects. As a biologist/ecologist, you will oversee and provide expertise in field biology, regulatory strategy, CEQA/NEPA analysis, and permitting strategy. Specific background and expertise should consist of strong botanical, wetland, or wildlife technical expertise, familiarity and experience with regulatory permitting, and project and client management.
This position requires coordination with clients, resource agencies, and environmental and technical staff. Excellent communication skills (written and verbal) and organizational skills are essential. This role will require overseeing all aspects of project management, biological impact assessment and mitigation strategy development, and preparation and review of biological resources documents.
Your Key Responsibilities
Manage tasks and projects according to approved scopes of work, and deliver quality reports on schedule and within budget
Contribute to and lead business development activities, including proposals, pre-qualifications, and relationship building with clients and prospective clients and industry colleagues.

Assignments/projects are advanced in nature and require the application of mature knowledge.
Responsible for planning and conducting assignments/ projects having broad scope for independent accomplishment and coordination of difficult tasks.
Develop, manage, and implement projects related to wetlands, biophysical impact assessments, environmental assessments, and regulatory approvals.
Provide senior technical advisory relating to natural science and biology on multidisciplinary projects.
Applies technical and business knowledge and methods to develop creative, effective, and economical solutions to address current and potential project issues.
Assists in analyzing current and emerging technical issues, and implementing actions to proactively address market, business, regulatory, and/or economic issues.
Present results to clients and regulators.
Participate in Health, Safety and Environment (HSE) Policies, Procedures, Standards and Guidelines in the execution of all work
Recommendations are reviewed for soundness of judgment; accepted as accurate and feasible.
Provide supervision, training, technical direction and mentoring to more junior staff
Executes specific technical tasks or requirements for medium to large projects.
Qualifies as a Quality Reviewer and undertakes Quality Reviews of moderate to large deliverables.
Your Capabilities and Credentials
Proficient in and consistently demonstrates and promotes policies and procedures for HSSE, including client-specific training (if applicable).

Demonstrated experience leading and reviewing biological technical reports, environmental impact evaluation, siting reports, and environmental permit applications, including field surveys and reporting, and resource and impact evaluations.
Demonstrated experience with the California and Federal Endangered Species Act consultation processes.
Demonstrated experience conducting CEQA and NEPA analysis and preparation of associated documentation.
Demonstrated experience leading environmental permitting of energy facilities, pipelines, and/or linear infrastructure projects in the western United States including: USACE 404 wetland permitting, CDFW 1600 Agreements and CESA permitting, RWQCB 401 certifications, and other environmental permitting.
Demonstrated technical competence and project experience in natural resource fields applicable to commercial (primarily conventional or renewable energy generation/transmission) siting and licensing or environmental permitting of other infrastructure projects.
Possess California-specific biology experience (minimum 8 years).
Experience with California Tiger Salamanders, California Red-legged Frogs, Giant Garter Snake, San Francisco Garter Snake, Alameda Whipsnake are a plus.
Experience with and extensive knowledge of the biota in the western intermountain, coast, and desert region of the US, with knowledge and experience of state and federal wildlife protection regulations and guidelines for listed species.
Experience with the Migratory Bird Treaty Act.
Experience with CPUC and/or CEC.

Education and Experience
BS or MS degree in Biology, Environmental Science, Ecology or a related field.
Possession of Scientific Collecting Permits for species listed under the federal Endangered Species Act and a State of California Scientific Collecting Permit, or Certified wetland scientist
Minimum 10 years related experience, or an equivalent combination of education (e.g., advanced degree) and experience.
Demonstrated experience managing projects, including cost and schedule management, proposal development, and quality.
Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather. Ability to lift and move items and equipment up to 50 lbs.
