Work you'll do

As a Senior Billing Analyst within our team you will:

  • Manage accounts receivable for a portfolio of government client accounts, specifically Department of Defense and Department of Justice

  • Monitor unbilled receivables and aging accounts receivable

  • Resolve complex receivable issues (i.e., contract close-out, general ledger cost postings)

  • Oversee operational billing processes performed by a team of Billing Analysts

  • Review booked to billed reconciliations

  • Manage invoice adjustments (i.e., overpayments, invoice cancellations, rate adjustments)

  • Perform quality reviews

  • Facilitate training and provide guidance to a team of Billing Analysts

  • Respond to government regulator and/or 3rd party audit

The GPS Enabling Areas team provides top notch support to Deloitte's internal business units by developing new products and services to sustain competitive advantage, while consistently improving our existing collection of systems, processes, and functions.



  • Bachelor's degree in accounting, business, finance or other business-related field

  • 10 + years of experience in accounting, finance, economics, or business management

  • 10 + years of relevant government client/contracting experience in an accounting process, such as invoicing, general accounting, finance, account reconciliations and analysis

  • Experience with online invoicing systems such as WAWF/iRAPT, IPP, MPO, HHMSA

  • Knowledge of FAR/DAR/JTR/FTR/GSA

  • Experience leading and managing virtual teams

  • Experience working in a fast-paced, team environment

  • Advanced Excel skills (e.g., pivot tables, macros)

  • Excellent written and verbal communication skills

  • Extremely detail oriented and organized

  • Ability to multi-task

  • Strong time management skills


  • Previous experience in a professional services government contracting environment

  • Deltek Costpoint experience

The Training and OCM analyst will work to drive faster adoption, greater utilization, and higher proficiency on the changes impacting employees in the organization such that business results are readily achieved. This position is responsible for the analysis, design and development of training and change management programs. The position works closely with the project team to lead the development and execution of learning strategies and is responsible for planning the various specific project learning solutions. This role requires the candidate to have a strong knowledge of learning, change methodologies and organizational development as well as an ability to perform in the role of group facilitator/trainer. The individual must have a good working knowledge of project and change management tools and possess the ability to manage all phases of training and change across multiple, concurrent projects. POSITION RESPONSIBILITIES: * Focus on the people side of change – including changes to business processes, performance management, organization structures and job roles/competencies/skills, and systems and technology * Support project teams in the creation, integration and implementation of business and organizational change management strategies and plans throughout all phases of the project life cycle * Work closely with Project Managers and more senior Change Managers to develop an approach that adheres to and maintains OCM processes, methodologies and best practices * Anticipate, analyze and understand the impact of change; effectively manage and remediate resistance to change * Develop templates, reports and charts for management reporting of change initiatives * Define and measure success metrics, analyze change results, monitor change progress and identify areas for continuous improvements * Lead the development of strategies for blended learning. Partner with leads in learning development and project management for analysis, design, development, delivery and evaluation of training solutions. This includes: helping to set strategic development direction, creating work and change plans, and monitoring the progress of the learning and change initiatives. * Design the development of specific training curriculums, providing content expertise and framework for the development and execution of end user training and procedures. Manage the development, communication and coordination of training registration processes & tools through organization's LMS. * Design the development of training templates, standards, and processes to be used across CIS and ensure alignment of these templates, standards, tools and processes. * Coordinate with Technical Learning Solutions' team members, and all external resources regarding CIS projects * Assist with the execution of communications, leadership alignment, organizational impact assessments, job impact assessments and change readiness activities associated with CIS initiatives * Serve as main point of contact for all training requests and issues related to the LMS and e-learning systems within CIS. * Manage the evaluations and return on investment of all learning interventions.
