This position is an exempt position at pay grade 212.
Attendance
Non-rotating 40-hour work week, Monday
Friday, 8:00 am
5:00 pm; must be available to work additional hours as needed.

Overview
The Senior Benefits Analyst administers benefits for group health, life, disability, dental, vision and critical care between carriers, providers and employees. This position administers the Family Medical Leave Act (FMLA), provides customer service to employees, and ensures that benefits and leave programs are administered in compliance with current laws and regulations.
Responsibilities
Administers benefits plans to include Medical, Dental, Vision, Life, Disability, Illness/Accident, Long Term Care and Medicare Advantage
Provides information to current employees and retirees regarding benefits, Texas Municipal Retirement System (TMRS), and the 457 deferred compensation program
Tracks employees eligible for benefits in compliance with the Affordable Care Act, and ensure that benefits have been offered accordingly.
Communicates with carriers to address benefits issues and needs
Is responsible for the Retiree benefits administration process for pre and post 65 enrollment tracking and payment reconciliation
Provides retirement estimates, counseling, eligibility, process TMRS forms and prior service credit forms
Ensure enrollment notices, system data entries, reporting, tracking and customer service management
Receive, process and administer COBRA/Retiree requests, and ensure City's compliance of COBRA administration with federal, state and local laws and regulations
Receives, processes and administers FMLA requests and processes for all city departments, ensuring compliance with FMLA regulations and laws
Communicates with employees on FMLA, workers compensation (or other) leave, maintain accurate records, and oversee the return to work process
Reviews policies and procedures, coordinate benefits related special projects
Assists with vendor invoice payments, purchase orders and budget reviews
Coordinates yearly open enrollment by preparing mail outs, updating enrollment forms, conducting benefit meetings, providing specific understanding of and compliance with insurance/benefits laws and regulations
Completes post enrollment audits to ensure compliance with insurance/benefits laws and regulations
Coordinates annual benefit events such as pre-retirement seminars, ICMA events, Flu Shot program, Lunch and Learn programs
Performs additional duties as assigned.
Qualifications
Requires Bachelor's Degree
Minimum of (4) Years of pertinent experience
A combination of education and pertinent experience may be considered
A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating
Applications will be reviewed as they are received. A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information and the city may also conduct additional skill assessment tests, in addition to the panel interview.
