Summary
This is a full-time senior position to provide aviation planning services by applying aviation and master plan development knowledge on a wide range of projects to ensure compliance with regulatory requirements. Services include providing project management, research, analysis, and writing; leading public meetings and associated planning services primarily for aviation transportation projects; and assisting in supervising planning staff. Support is also to be provided for surface, regional transportation plans and community planning, and aviation design projects. Primary public sector clients will include airports owned by state departments of transportation, municipal governments, and counties/boroughs. Some work will be in support of DOWL offices in other states.
Essential Duties and Responsibilities include the following:
Serve as project manager or task leader on surface aviation planning projects in accordance with contractual obligations.
Provide planning, project management, and public involvement support for aviation design projects.
Prepare scope and fee proposals for aviation planning and design projects, including development of scope of services, budget, schedule, and important assumptions. Negotiate client contracts.
Develop project management plans and implement quality assurance/quality control processes on assigned aviation projects.
Write, review, and edit planning documents. Develop airport layout plans (ALP's).
Coordinate with clients and DOWL management on budgets, schedules, and deliverables.
Lead and participate in project meetings with public sector staff and clients. Conduct interactive planning exercises with clients, including goal-setting, alternatives analysis, and policy discussions.
Attend and present at public meetings.
Conduct marketing and develop responses to requests for proposals. Coordinate with subpractice area (SPA) lead to identify and establish client relationships, and identify new business opportunities.
Assist in supervising aviation planning staff in performing their duties, and direct work of planners, engineers, and support staff on assigned transportation projects. Review and approve timesheets and expense reports as assigned.
Review and approve project invoices and follow up on collection of accounts receivable.
Assist in developing strategic direction for SPA, and assist in achieving SPA goals.
Consistently exercise discretion and judgment in all work tasks.

Supervisory Responsibilities
Assist in providing direction, coordination, and evaluation of personnel. Carry out supervisory responsibilities in accordance with DOWL's policies and applicable laws. Responsibilities include assisting with: interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.
Qualifications

Education and/or Experience
Baccalaureate degree in aviation management, transportation planning, or transportation engineering, environmental planning, community/land use planning or a closely related program. At least ten years work experience in aviation management, planning or engineering or a combination of work experience and higher education.
Certificates, Licenses, Registrations
Professional certification desirable (e.g., Accredited Airport Executive [AAE], Certified Member [CM], Professional Engineer [P.E.], Professional Transportation Planner [PTP] Certified Transportation Planner [CTP], Project Management Professional [PMP], or American Institute of Certified Planners [AICP]).
Must have a valid driver's license and a good driving record.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to create and interpret graphs and understand statistical analysis.
Job Knowledge, Skills and Abilities
Ability to read, analyze, and interpret scientific and technical journals. Ability to respond to inquiries or complaints from clients, co-workers, regulatory agencies, or members of the business community. Ability to effectively present information to clients, co-workers, and the public.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
Ability to perform work and carry out assigned projects independently.
Ability to establish and maintain effective relationships with clients and regulatory agencies.
Knowledge of the principles and techniques of airport planning processes, including master plans, system plans, , risk assessments, gap analyses, policy analysis and development, alternatives analysis, goal setting and needs assessment, transportation funding, asset management, safety planning, and performance management.
Knowledge of local, state and federal regulations affecting transportation planning efforts.
Ability to communicate effectively in writing and orally; strong public speaking skills.
Ability to manage other staff in performing planning duties.
Must be able to use Microsoft Word, Excel, Powerpoint and Outlook software. CADD and GIS skills are desirable, but not required.
