Attorney: Labor and Employment [California]

Raytheon's Office of General Counsel is seeking an attorney for its Labor and Employment Group. Reporting to the Senior Counsel, Labor and Employment at Space and Airborne Systems, this position will be primarily responsible for assisting the Senior Counsel in providing advice and support to the Human Resources professionals, business leaders and employees regarding the labor and employment laws for Raytheon's California operations. The position requires the individual to exercise of discretion and independent judgment in the following areas:

  • Possess a deep domain knowledge of California labor and employment laws and staying current on the changes and developments with California state law and statutes.

  • Draft and edit employment agreements, memoranda of understanding, policies and employee handbooks.

  • Develop and conduct training on a variety of labor and employment issues regarding federal and state laws.

  • Participate in the investigation of employment issues.

  • Manage litigations impacting Raytheon's California operations and working closely with outside counsel to create strategies that most effectively and efficiently protect the Company's interests.

  • Manage outside counsel to budget.

  • Handle administrative complaints, claims and charges filed with any federal and/or state agency against Raytheon's California operations including the submission of position papers.

  • Develop a domain knowledge of the National Labor Relations Act and related laws and statutes concerning Raytheon's bargaining unit employees and be able to provide advice to management and Human Resources regarding the same.

  • Prepare strike contingency plans arising from negotiations of the collective bargaining agreements.

  • Represent the Company before administrative agencies and in arbitrations arising from collective bargaining agreements.

  • Conduct and properly document investigations.

  • Manage multiple priorities and ensuring that deadlines are consistently met.

  • Assess Human Resources policies and procedures for compliance with California law.

  • Maintain professional and effective working relationships with employees at all levels of the organization.

  • Communicate information in a clear, concise, and professional manner, and being able to provide clarification, as necessary.

  • Work collaboratively and independently with varied groups within a complex organization.

Required Skills:

  • Graduate of an accredited law school and be admitted to practice law in at least one state in the U.S.

  • JD plus 2 years of relevant work experience.

  • 4 years of law firm or in-house experience practicing labor and employment law.

  • Ability to work independently.

  • Maintain a high degree of discretion and confidentiality.

  • Ability to prioritize the demands of the position.

  • Excellent writing / editing skills and attention to detail.

  • Ability to organize and clearly present information.

  • May require travel.

In this role, you will plan, supervise and participate in the preparation of construction cost estimates of buildings or other specifications. This opportunity will be located at the Downtown Los Angeles office. (Company office is in El Segundo) Responsibilities * Prepare and review cost estimates and forms and other materials submitted to secure State and/or federal grants and loans from school aid programs and represents the District on matters pertinent to securing such funds * Check construction cost estimates submitted by commissioned architects and engineers for accuracy and completeness and compares them with District estimates * Confer with commissioned architects and engineers to resolve differences in their cost estimates and District estimates for each project and negotiates agreements on preliminary estimates of construction costs * Make studies and prepares reports when contractors' bids vary widely from the agreed construction cost estimate * Check segregation of contract costs as estimated by building contractors and recommends acceptance or rejection as a basis for progress payments * Analyze change orders on construction work under contract and approves or rejects extras or credits submitted * Prepare or review cost estimates for projects * Establish and maintain procedures for approval of plans and specifications for building projects and submission of approved projects to public bidding * Develop methods for maintaining data used in records, charts, and graphs reflecting estimated construction costs compared with actual costs * Conduct and participates in seminars and workshops with staff and minority contractors relative to school construction bidding procedures, contracts, and cost estimating * Estimate costs of damages to District property caused by fire, natural disaster, and major acts of vandalism * Establish budgets for school building projects * Assist other branches with related functions * Prepare preliminary and final independent cost estimates of projects for comparison with designer or contractor for PM/CM to establish negotiating position * Prepare change order estimates for Owner Authorized Representatives to establish negotiating position * Provide support in price negotiations and prepares claim analyses/estimates * Review contractors claims and proposals for merit and accountability Qualifications and Skills * Graduation from a recognized college or university with a Bachelors degree in Architecture, Engineering, or Construction Management * Ten (10) years full time paid professional experience in in quantity surveying and the preparation of pre-construction and cost estimates for type I, II, or III, and V building construction as defined by the State building code, including three years in a supervisory capacity * Experience working in a professional estimating firm is a plus * Knowledge of current local construction labor and material costs * Extensive experience in developing and estimating the scope of work for change orders * Ability to compare the independent cost estimate with contractor proposal to quickly identify differences * Ability to develop scope of work based on RFI/RFC answers and estimates the detailed costs of those scopes of work independent of the contractor proposal * Good oral and written communications skills We offer a competitive total compensation package including comprehensive health coverage, 401k and more!
