TechOp is actively seeking to identify personnel to provide support to The Customs and Border Protection Enterprise Services (CBP ES) Office of Facilities and Asset Management (OFAM), Asset and Administrative Management Division (AAMD) providing critical asset and administrative consultation and collaborative business solutions in support of CBPs mission to protect America and its citizens while facilitating trade and travel. We are building a team of talented professionals that possess the experience, vision, commitment and integrity to successfully support the strategic goals of the CBP Enterprise Services Office of Facilities and Management, specifically within its various functional areas (Forfeiture Fund; National Capital Region Transportation and Incentives; Seized and Forfeited Property; Personal Property; Printing, Graphics and Distribution; Forms and Records; Mobile Assets; National Mail and Freight; and Uniforms).

Team TechOps asset management practice helps organizations successfully realize the value of their assets and maintain regulatory compliance. Key services our subject matter experts provide encompass the life cycle of asset events and transaction, and includes: Asset Management Planning, Property and Asset Management business process reengineering, Policies and Procedures, Organizational Assessments, Training, Inventory and Reconciliation, Asset Data Recording and Integrity Improvement, Asset Management Systems implementations, Geospatial systems implementation support, Cost Segregation, Machinery & Equipment Valuation, and Asset Accounting remediation support.


  • Minimum 3+ years experience in fixed asset or property management, logistics, asset accounting, inventory, reconciliation, asset records, or logistics execution
  • Understanding of asset management regulations & accounting rules
  • Experience in writing asset management policies and procedures per Federal Acquisition Regulations (FAR) and/or client guidance
  • Experience in coordination and/or preparation of appropriate property/logistics forms and/or documentation
  • Experience in coordination of reporting functions
  • Proficiency in Microsoft Excel, Word, and PowerPoint
  • Experience performing risk assessments and develop mitigation strategies
  • Process analysis and performance analysis experience
  • Demonstrated oral and written communication skills with the ability to communicate with clients and firm personnel
  • Experience working in teams and in a team environment that is process-oriented and deadline-driven, as well as work independently under general guidance
  • BA/BS required
  • Applicants selected will be subject to a security background investigation and need to meet all DHS CBP security eligibility requirements. U.S. citizenship required


  • Accounting, Finance, or Engineering degrees
  • Asset property management system experience
  • Property management certification

The financial planning and analysis (FP&A) manager has a key role in the coordination, consolidation, and review of the yearly corporate budget exercise, including preparation of the company's yearly profit plan; supports the monthly reforecasting exercise of regional and corporate projections; and prepares different financial reports and statements at the project, regional, and corporate levels, including monthly financial statements. As required by the treasurer, the chief financial officer, and others, the financial planning and analysis manager builds analytical templates and tools, performs varied financial analysis to enhance the decision-making process and has a strong work ethic along with problem solving skills to meet the role's demand and challenges. The position requires effective management of reporting personnel and relationships with various stakeholders for successful business support and leadership management. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include: * Develop analytical models and perform varied types of financial analysis to enhance the decision-making process of the executive management team * Work with the other FP&A managers on the preparation of corporate financial statements, including balance sheet, income statement, and statement of cash flow; dashboards; backlog; and other reports on a periodic basis * Manage an FP&A associate with the transactional tasks that include but is not limited to TM1 credential set up, financial statement consolidation, templates update and adhoc data requests * Coordinate the work of Chemonics' internal units in producing the yearly corporate profit plan * Integrate forecast and budget information from profit centers and support units and prepare corporate pro-forma financial statements * Approach problem solving collaboratively and collectively with senior staff and internal and external clients to achieve mutually beneficial results * Train company staff in financial management topics, financial analysis tools, Cognos TM1 usage and other relevant tools * Identify opportunities for process improvement, and take the initiative to see any green-light process improvement efforts to completion * Serve as the main liaison between Chemonics and the Cognos TM1 external support vendor * Perform duties consistent with full understanding of Chemonics' requirements, policies and procedures, tools, quality standards, and broader strategic goals that drive business results * Manage relationships with the internal and external clients, vendors, partners, and consultants that serve to enhance Chemonics' reputation * Complete audit, adhoc reporting and special requests that are relevant to the FP&A role * Assist in the management of overhead and indirect costs through quarterly forecasting and monthly monitoring of the results * Performs other management duties and/or special projects as required Qualifications: * BA/BS in Finance or Accounting preferred; Master's degree in finance or business administration desired * Minimum 3 years of relevant work experience, especially in Finance or Accounting, and supervisory experience desired * Experience with government contracting and indirect rates management is preferred * Strong interest in and knowledge of technology including MS Office applications, especially Excel. Experience using Excel solver, pivot tables, Macros, VBA, SQL, Cognos TM1, Power BI and SharePoint desirable.
