TechOp is actively seeking to identify personnel to provide support to The Customs and Border Protection Enterprise Services (CBP ES) Office of Facilities and Asset Management (OFAM), Asset and Administrative Management Division (AAMD) providing critical asset and administrative consultation and collaborative business solutions in support of CBPs mission to protect America and its citizens while facilitating trade and travel. We are building a team of talented professionals that possess the experience, vision, commitment and integrity to successfully support the strategic goals of the CBP Enterprise Services Office of Facilities and Management, specifically within its various functional areas (Forfeiture Fund; National Capital Region Transportation and Incentives; Seized and Forfeited Property; Personal Property; Printing, Graphics and Distribution; Forms and Records; Mobile Assets; National Mail and Freight; and Uniforms).

Team TechOps asset management practice helps organizations successfully realize the value of their assets and maintain regulatory compliance. Key services our subject matter experts provide encompass the life cycle of asset events and transaction, and includes: Asset Management Planning, Property and Asset Management business process reengineering, Policies and Procedures, Organizational Assessments, Training, Inventory and Reconciliation, Asset Data Recording and Integrity Improvement, Asset Management Systems implementations, Geospatial systems implementation support, Cost Segregation, Machinery & Equipment Valuation, and Asset Accounting remediation support.

Requirements

  • Minimum 3+ years experience in fixed asset or property management, logistics, asset accounting, inventory, reconciliation, asset records, or logistics execution
  • Understanding of asset management regulations & accounting rules
  • Experience in writing asset management policies and procedures per Federal Acquisition Regulations (FAR) and/or client guidance
  • Experience in coordination and/or preparation of appropriate property/logistics forms and/or documentation
  • Experience in coordination of reporting functions
  • Proficiency in Microsoft Excel, Word, and PowerPoint
  • Experience performing risk assessments and develop mitigation strategies
  • Process analysis and performance analysis experience
  • Demonstrated oral and written communication skills with the ability to communicate with clients and firm personnel
  • Experience working in teams and in a team environment that is process-oriented and deadline-driven, as well as work independently under general guidance
  • BA/BS required
  • Applicants selected will be subject to a security background investigation and need to meet all DHS CBP security eligibility requirements. U.S. citizenship required

Preferred

  • Accounting, Finance, or Engineering degrees
  • Asset property management system experience
  • Property management certification

More About the Role: Work Location: Various client locations on the Pentagon reservation and in the National Capital Region (NCR). Portions of this work may also be performed at off-site contractor facilities and/or by telework upon the client's approval. Your responsibilities will include: * Assess the cost, schedule, performance, risk, and supportability for systems and programs and report the status; * Support the evolution of software acquisition reform through research, analysis, and collection of Lessons Learned, working group participation, development of resulting guidance and policy tools, and training; * Provide subject matter expertise on application of agile concepts to business systems and IT infrastructure systems as it relates to acquisition, technology, contracting, program management, and change management; * Support the legislative process by compiling data for use by client personnel in drafting testimony, appeals, responses to congressional inquiries and General Accountability Office investigation documentation; and * Provide program cost analysis data and risk mitigation recommendations; recommend advanced methods of cost estimation and analysis on business systems IT infrastructure systems. You'll Bring These Qualifications: * College Degree (any); * Basic knowledge of the missions, roles and responsibilities, and relationships across the Department of Defense (DoD) with in-depth knowledge of Defense Acquisition System and PPBE process roles and responsibilitie; * Working knowledge of DoDI 5000.02, DoDI 5000.74, DoDI 5000.75, associated statutes and regulations; * Understanding of key statutory provisions such as FY16 NDAA section 804, FY18 NDAA section 873/874 (agile software pilots); * Understanding of agile software development practices and procedures to include managing and governing agile software projects (to include dev/sec/ops); * Ability to communicate effectively with Senior Executives, OSD/Services/Components staffs to collect and assimilate required data required to provide recommendations and deliverables; * Strong oral and written communications skills; * Ability to easily and quickly prepare briefings and supporting documentation for Senior Leadership; and * Integrating and incorporating detailed data and products for senior-level consumption and consideration.
