The City of Richmond is excited to offer two distinct opportunities for attorneys of varying experience levels. Both positions are at-will positions, serving at the pleasure of the City Attorney. The positions are distinguished by increased responsibilities and complexity as well as the greater degree of independence and decision-making abilities.

Position Description and Duties

The City of Richmond is excited to offer two distinct opportunities for attorneys of varying experience levels. Each position is expected to provide general legal services on a wide variety of municipal law matters including providing legal advice to the City Manager, City Council, and all City departments, boards, and commissions and representing the City in court.

Additionally, it is anticipated that these positions will have specific focus areas, with one concentrating on labor and employment law, while the other centering around land use matters. Municipal or local government related experience in either of these two areas of law preferred.

The attorney assigned to labor and employment will advise on a wide range of legal issues related to employment practices, labor relations, and compliance with relevant laws and regulations. This position will provide support with investigations, grievances, labor negotiations, EEOC complaints, disciplinary matters, provide day-to-day advice to the Human Resources Department, and work with outside counsel. Knowledge of the Meyers-Milias-Brown Act (MMBA) and experience working in public sector labor and employment is highly desirable.

The second position is expected to focus on land use and zoning issues, which will also involve addressing associated environmental law issues such as those raised by the California Environmental Quality Act (CEQA). This role plays a crucial part in guiding the City through the intricate landscape of local, state, and federal land use laws and regulations, tackling diverse issues concerning current land uses, land acquisition, planned development, and the permitting process. A robust understanding of these realms is strongly preferred, making this an excellent opportunity for those well-versed in these areas.

THE IDEAL CANDIDATE(S)

Strategically minded, the ideal attorney(s) see the bigger picture and can dissect complex legal issues, analyze multifaceted situations, and formulate comprehensive strategies that lead to successful outcomes. The successful candidate(s) will have the demonstrated ability to pivot and apply changes to priorities as necessary.

The ideal candidate(s) will excel in a fast-paced environment while multitasking assignments. They can articulate complex legal concepts clearly and concisely, ensuring that departments are informed and empowered to make informed decisions. Other personal traits and characteristics desired include leading by example with integrity, a strong work ethic, a desire to serve the public, and exceptional communication and interpersonal skills.

The strongest candidates for the labor and employment position should possess significant experience in public employment law and labor relations. Experience supporting public safety departments is highly desirable. While direct experience in labor and employment law is preferred, individuals with a solid foundation in municipal law who demonstrate a willingness to immerse themselves in labor and employment matters will also be strongly considered.

The ideal candidate for the position focusing on land use law should have extensive experience navigating complex land use issues, including affordable housing, compliance with the Subdivision Map Act, adherence to CEQA requirements, and expertise in crafting and implementing Housing Elements.

Minimum Qualifications

The two classifications require a Juris Doctor degree. Active membership in the California State Bar is an ongoing requirement.

Must have ability to gain admission to practice law in the United States District Court for the Northern District of California. Possession of a valid California driver's license is also an ongoing requirement.

The expected experience requirements are as follows:

  • Assistant City Attorney: Three (3) to five (5) years of experience practicing law, with at least two (2) years practicing public sector and/or municipal law.

  • Senior Assistant City Attorney: Five (5) to seven (7) years of experience practicing law, with at least four (4) years of experience practicing public sector and/or municipal law.

An equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities may be considered. Selected candidates will be placed into one of the positions based on their level of experience.

Additional Information

The annual compensation for each position is:

  • Senior Assistant City Attorney: $199,962 - $249,952

  • Assistant City Attorney: $155,799 - $190,036

Placement within the range will be dependent upon the experience and qualifications of the applicant. The City of Richmond is prepared to pay above the mid-point for top contenders.
