Opportunity

Abt Associates seeks a qualified Senior Analyst/Entomology M&E Specialist to support the PMI VectorLink project with the International Development Division in Rockville, Maryland.

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the PMI-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President's Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing malaria burden. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 23 African countries and one country in Asia where malaria is endemic.

Under the supervision of the Technical Director, the Entomology M&E Specialist will work with country entomologists and entomology technicians to standardize data collection, entry, and reporting practices. He/she will also be responsible for ensuring that data are of high quality and that monthly, quarterly, semi-annual, and annual reports with entomology data are error-free upon submission to the client. Finally, the entomology M&E Specialist will support the expanding database configuration to incorporate entomology data entry on the District Health Information Software 2 (DHIS 2) open-source platform.

Key Roles and Responsibilities

  • Regularly review entomology data collection, entry, and analyses in all countries collecting entomology data

  • Generate monthly reports on routine entomology data collection

  • Ensure all new entomology data generated is entered into client-approved spreadsheets and databases on a pre-defined timeline, especially with regards to insecticide resistance data

  • Review and design entomology M&E tools for data collection and reporting

  • Thoroughly review and quality check every report submitted to the client for consistency, standardization, and data quality

  • Train country-level entomologists and entomology technicians on data collection, entry, and analytic best practices and standardization

  • Manage the migration of legacy entomology data to the entomology module of the new VectorLink DHIS 2 instance

  • Manage the configuration of the entomology module of the new VectorLink DHIS 2, serving as the primary point of contact with the database developers

  • Facilitate the sharing of lessons learned across countries

  • Provide short-term technical assistance to country teams as requested and approved

  • Serve as primary liaison on entomology data and reports between the VectorLink entomology team and the client

Preferred Skills / Prerequisites

  • Master's Degree in Public Health or other relevant field preferred with 3+ years' experience required

  • At least 2 years of relevant professional experience in program monitoring and evaluation; significant experience in entomology is desirable

  • Experience in database management; DHIS 2, MS Access, and Stata or SAS preferred.

  • Familiarity with programs for data collection/analysis a plus (e.g. ODK or SurveyCTO, Atlast.ti, ArcGIS, etc.)

  • Experience and familiarity with USAID program monitoring and evaluation, and reporting.

  • Strong analytic and quantitative database management and report writing skills.

  • Excellent and demonstrable attention to detail required, especially in data quality review

  • Fluency or professional proficiency in French a strong plus.

Minimum Qualifications

  • BA with 6 - 8 years of experience OR MA/MBA (3) years of experience OR PhD (Entry Level) OR the equivalent combination of education and experience

Opportunity Abt Associates seeks a bright, talented, and intellectually curious student of entomology or related areas to support the USAID-funded Zika AIRS ("ZAP") Project. ZAP is a public health project that is working to improve national capacity to prevent, detect, and respond to vector-borne diseases. Through USAID's additional funding to the President's Malaria Initiative (PMI) Africa Indoor Residual Spraying (AIRS) Project, Abt Associates is helping to support USAID Missions and Bureaus in Latin America and the Caribbean to plan, implement, and monitor and evaluate vector control activities to prevent Zika transmission. Under the supervision of the ZAP Regional Entomologist, the Entomology Intern will support the analyses of entomological surveillance data, review and analysis of vector control actions, scientific literature review, and manuscripts (draft) preparations for ZAP with data from different countries in the Latin American and Caribbean region. This position is located in Rockville, Maryland. The anticipated timelines of this internship is from December 2018 – June 2019 (the exact start date can be negotiated, but ideally the intern would start as soon as possible). Background Due to the outbreaks of Zika in the Latin American (LAC) region in recent years, the African Indoor Residual Spray program in Africa (AIRS) received complementary funds from the United States Agency for International Development (USAID) to strengthen the technical capacity of countries in the Latin American and the Caribbean regions to prevent and control the Zika vectors. The Abt-led Zika AIRS Project (ZAP) works in close collaboration with the Ministries of Health (MoHs) and other Zika partners, and is currently implementing an extensive vector control and entomological monitoring programs to reduce the populations of mosquito vectors. Aedes aegypti, the main mosquito species involved in the transmission of Zika and other arboviruses, breeds in clean water containers usually around the houses in urban areas. Regular control strategies against this vector are usually approached by environmental cleaning campaigns (breeding site elimination) and application of larvicides to the water containers that cannot be removed. However, this strategy is rarely applied in a consistent way due to its cost and numerous human resources required to achieve high coverage. As an essential part of the mission of expanding the vector control and entomological surveillance toolkits against the Zika vectors available for the MoHs, ZAP is planning and developing innovative strategies such as a pilot for targeted larvicide spraying in El Salvador. In order to assess complementary strategies to control widely spread populations of Aedes aegypti, Abt Associates is looking for an intern with experience and interest in public health and preferably in the field of medical entomology, to support the regional entomologists in reviewing existent literature, analyzing surveillance data and preparing manuscripts (drafts) for publications. ZAP is a multi-faceted project that is working in several areas of entomological surveillance of Aedes aegypti populations to improve the in-country capacity of LAC countries to tackle the burden of Zika and other arboviruses. Experience and knowledge in areas such as entomological surveillance, insecticide resistance, literature review, statistical analyses, operational research and manuscript writing are desirable as the intern might be required to offer support in those areas.
