The PAA Senior Analyst, Communications/ Public Relations will focus on ensuring the Partnership is effective in its engagement with stakeholders in the communities where PAA currently conducts business, is pursuing new projects or making acquisitions, particularly public officials, community leaders and members of the media. The position is responsible for working with company leadership to develop and implement overarching stakeholder relations strategy and messaging to support the Partnership's reputation and maintain a favorable environment for doing business at a local, state and federal level. Implementation of this strategy will require close coordination with multiple departments within the company to develop, manage and execute location-specific public affairs plans and programs with the aim of developing and maintaining relationships with targeted elected officials, members of the media, business-friendly organizations, community leaders and others.

Responsibilities

  • Provide public affairs leadership and support for company projects, initiatives and ongoing operations.

  • Represent the company in government relations and media relations capacities before elected officials, members of the media, with industry associations, before community and opinion leaders to proactively communicate about the company and its activities.

  • Build positive relationships on behalf of Plains and ensure that potential external stakeholder-related issues are proactively identified early and incorporated into planning processes.

  • Work closely with internal legal counsel and external lobbying partners to craft messages and coordinate attendance at meetings about the company's business.

  • Work with other departments within the company and within the Communications and Public Affairs group to develop communications plans tailored to the specific needs of each project or community and manage implementation of the public affairs-related portions of these plans, including developing and securing approval of key messages.

  • Handle media inquiries that come into the company and develop/coordinate the response as needed, frequently serving as the company spokesperson.

  • Monitor issues relevant to particular projects and to the company and develop a system for reporting this information to the appropriate departments and company leadership, as appropriate.

  • Select, contract with and coordinate the work of PR firms engaged for specific projects.

  • Develop and implement a method to track, monitor and measure stakeholder relations information and activities, including charitable giving.

  • Ensure the company media policy, PIO handbook and other incident communications-related plans are kept up-to-date.

  • Lead efforts to media train executives and field employees.

  • Participate in regular incident communications training and drills; maintain communications tools, information and materials likely needed during an incident.

  • Lead message development and communications strategy during an incident, serving as PIO for Plains.

  • Time permitting, support other corporate communications objectives including:

  • Internal communications, including assisting with employee meetings

  • Corporate website and intranet activities

  • News release drafting and coordination

Requirements

  • Bachelor's degree, ideally with a focus in Communications, Public Relations or Government, or equivalent work experience.

  • At least 4-6 years prior communications or public relations experience required; prior stakeholder relations and energy experience preferred.

  • Experience serving as a company spokesperson and interacting with high-level executives, community leaders, public officials and members of the media strongly preferred.

  • Previous crisis communications experience and working knowledge of/experience with ICS strongly preferred.

  • Excellent interpersonal skills and the ability to develop effective collaborative working relationships with internal and external personnel at all levels, and from a variety of disciplines.

  • Excellent writing, proofreading and verbal communication skills.

  • Working knowledge of local, state and federal government processes, especially as pertains to policymaking or infrastructure development and maintenance.

  • Results-oriented team player.

  • Ability to manage multiple projects, deadlines and budgets.

  • Excellent analytical skills to quickly analyze situations, determine key issues, recommend solutions and/or responses, and implement the approved course of action.

  • Highest standard of personal integrity and confidentiality.

  • Ability to travel and work overtime, as required.
