The Benefit Department Senior Analyst will utilize strong analytical skills and knowledge of health, welfare and retirement plans to assist with program planning and design, develop metrics and financial tracking of benefit information, and provide financial cost analysis to the District's Finance and Accounting department regarding Employee Benefits.
Manage the validation and reconciliation activities with accounting, including integration of data lists, assessment of data for eligibility and reconciliation of benefit payments and invoices.
Create, merge, and analyze large databases; interpret results for technical and lay audiences.
Analyze data using high level statistical methods.
Create reports for technical precision, accuracy, and editorial correctness.
Collaborate with other departments to integrate benefits such as payroll, finance, budget, treasury and IT.
Analyze, evaluate, design, and oversee the development and implementation of plan modifications and enhancements.
Oversee the HRIS transfer of data from the employee eligibility file and entering the deductions of appropriate plan items for employees.
Evaluate and monitor the performance of benefits vendors using established performance matrix and quarterly reports.
Participate with the development of Request for Proposals (RPF) for benefit plans.
Coordinate and work closely with the Finance and Accounting Department regarding auditing and reporting related to benefits related expenditures.
Collaborate with the benefits team and vendors to ensure accurate and timely federal and state reporting.
Participate with internal and external auditors, providing appropriate analysis and documentation.
Provide analytical and departmental budget support during any financial audit process.
Integration with payroll systems, including deductions and file feeds to vendors.
Perform all other duties as assigned.
Masters Degree in Business Administration, Mathematics, Finance, or directly related field preferred.
Strong ability to analyze data and identify trends within data sets.
Proficiency in graphically representing data sets to highlight key findings for communication purposes
At minimum, five years of analyst experience. Comprehensive knowledge of in research and evaluation of health and welfare plan design and administration or a similar function with comparable complexity and advanced skills requirement desired.
Experience with personnel, HRIS and Finance systems preferred; strong Microsoft Excel skills and advanced computer skills and analytical skills.
Ability to analyze and solve large scale organizational problems.
