Our focus is always on outcomes and results that connect citizens more effectively with government services.We are seeking a Senior ALC Training Instructor to support our Internal Revenue Service (IRS) client located in New Carrollton MD. Develop and deliver technical courses Coach new employees Identify and assess training needs assessment Develop curriculum for technical developers - junior and senior level developers Provide recommendations on new courses needed and map out development plans for teams or individuals Coordinate and conduct training classes Choose appropriate training methods (classroom, online, one on one, on the job training) Develop IRS specific handouts, instructional materials, aids and manuals Design hands on exercises to reinforce instruction Select appropriate training methods or activities for each lesson Identify skills or knowledge gaps that need to be addressed Use known education principles and stay up to date on new training methods and techniques Design and prepare educational aids and materials Assess instructional effectiveness and determine impact of training on employee skills after each session Meet with subject matter experts to keep up to date on technical advances or changes Periodically evaluate ongoing programs and courses to ensure that they reflect any changes
This is a Part-time position that will be utilized on an as needed basis only. There will be no regular weekly schedule.
The selected candidate must be flexible and available to conduct training sessions at the IRS facility in New Carrollton, MD when requested. QUALIFICATIONS Bachelor's Degree from an accredited college or university required; an additional four (4) years of related work experience can substitute for a degree At least five (5) years of relevant experience required, which includes at least four (4) years of IBM Assembly Language (ALC) programming experience Good verbal and written communication skills Knowledge of IRS specific technical content related to the IRS Masterfiles area Ability to perform complex tasks with minimal supervision and guidance Excellent time management, scheduling and organizational skills Ability to work well independently or in a team setting Preferred qualifications and experience include: experience with various training methods; familiar with the training environment at the IRS - classroom management, classroom technology, online connections for students and instructors; hands on experience designing and delivering IRS technical courses; proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate) Additional Requirements, as per Contract/Client: Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI is a plus) Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant
