The Office of Asylum Seeker Operations (OASO) is leading New York City's response to, and service provision for, the influx of asylum seekers. New York City's response is unique throughout the nation and includes complex services for asylum seekers, including but not limited to legal supports, advocacy, shelter, education, workforce training, clothing and food donations, and collaboration with faith-based and community-based organizations.

OASO coordinates between agencies, makes sure that agencies have the resources they need, and manages the City's advocacy to the state and federal governments. OASO also leads strategic planning for the City's response, including long-term planning and policy drafting.

The Decompression/Exit Strategies Branch manages cross-agency initiatives to promote exit from City shelters, including assistance with immigration paperwork, jobs, relocation, and housing. Reporting to the Deputy Director for Decompression and Exit Strategies, the Senior Advisor, Resettlement will be responsible for researching, developing, recommending, and managing policies that promote asylum seekers' independent living throughout NYC, the State, and nationally. With expertise in organizational management and systems development, the incumbent will serve as the lead on all resettlement policy for the Decompression/Exit Strategies branch and ensure that they regularly produce medium- to long-term written plans and policy papers that include quantitative goals and distributes frequent (daily/weekly) informational updates to internal stakeholders for situational awareness.

OASO seeks a dynamic, motivated, and detail-oriented individual to serve as Senior Advisor, Workforce and Exit Strategy Planning. Reporting to the Deputy Director of Resettlement and Exit Strategies, the incumbent's responsibilities will include:

  • Workforce Development
  • Manage initiatives that connect adult asylum seekers in shelter to

training, education, and jobs. Help to ensure that shelter residents who have applied for or received

federal work authorization are connected to jobs and/or workforce development programs.

  • Housing and Resettlement
  • Participate in design, implementation, and management of programs

to create housing opportunities for asylum seekers in shelter.

  • Work with OASO and agency data management leads to facilitate necessary data sharing

agreements, establish key metrics and methods of data collection, and regular data reporting to

leadership and stakeholders.

  • Work with interagency teams to develop project plans, monitor progress, and resolve any issues

that arise.

  • Evaluate project performance by monitoring progress, identifying areas for improvement, and

recommending strategies for optimizing project outcomes.

  • Communicate with internal and external stakeholders to ensure that they are informed of policy

decisions, project updates, and other relevant information.

  • Conduct research, gather data, and collaborate with stakeholders to formulate policies that

align with the City's' objectives.

  • Build strong relationships with key stakeholders, stay up-to-date with industry trends and best

practices, and provide actionable insights that support decision-making. Participates in intercity

and citywide interagency workgroups, task forces, and other coordinated efforts.

Monday-Friday, 9am

Minimum Qualifications

1.A baccalaureate degree and two (2) years of responsible full-time paid experience

in one or more of the fields of: information technology, methods analysis,

operations research, systems analysis, financial administration, cost effectiveness,

or fiscal and economic program or design evaluation; or

2.A satisfactory equivalent of education and experience. However, all candidates

must possess at least one year of the experience as described under "1"

Preferred Skills

  • Master's degree preferred.
  • Minimum 5 years' experience in program coordination and policy analysis.

  • Experience in City government or with an organization which engages with City government required.

  • Knowledge of organizational management and systems development.

  • Ability to work independently and manage multiple projects simultaneously.

  • Proven experience managing project works with minimal oversight and ability to self-start on directives.

  • Prior experience managing government (any level) programs a plus.

  • Strong analytical, organizational, oral, and written communication skills.

  • Experience/knowledge of migration and workforce development preferred.

  • Ability to communicate effectively with colleagues and partners in a cross-cultural, multi-disciplinary environment excellent interpersonal, diplomatic, and networking skill, ability to manage a variety of internal and external relationships, to multi-task and prioritize tasks.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
