SAIC is hiring a part time Senior Advisor to support the Office of Strategic Capital (OSC) within the Office of the Under Secretary of Defense for Research and Engineering. The Senior Advisor plays a critical role in OSC's Loan Program Office, to support the financing of investments in critical technology sectors. This senior professional will provide written analysis covering corporate lending, project finance, structure finance, working capital finance, asset-based lending, federal credit, legal, and relevant regulatory matters. In addition, this individual may assist with the management of strategic client relationships, a pipeline of loan transactions, and conduct credit and/or legal analysis. This candidate must have expertise that spans global capital markets, regulatory and legal issues related to private sector financing. The purpose of the work is to produce written material, or to advise on the development of written material, that supports OSC's effort to build and operate federal credit programs that provide financing to companies in Critical Technology sectors in support of U.S. national security objectives.

This position is part time and hybrid in Arlington, VA.

Job duties include:

  • Conduct work, research, and analysis as described, adapting to redirections in emphasis from OSC leadership.

  • Draft written products to support the development of credit products, including of corporate lending, project finance, structure finance, working capital finance, and asset-based lending.

  • Provide advisory and materials related to established laws, regulations, policies, and procedures for federal credit programs.

  • Support OSC leadership engagement with DoD and Office of Management and Budget personnel regarding OSC programs, including regulatory regimes for federal loans or loan guarantees.

  • When directed, assist with the management of client relationships, loan transactions, and related credit, compliance, and legal issues.

  • Prepare, in conjunction with OSC legal counsel, detailed regulatory compliance studies for cross-border and domestic investment into the United States, including investments backed with federal loans or loan guarantees.

  • Provide collateral support services, which may include the following areas: recommending policies, assisting with preparing budgets, assisting with OSC planning and organization, drafting documents, conducting analyses, conducting feasibility studies, developing strategy options, conducting market research associated with contracts or other financial tools, participating as a technical advisor, reviewing regulatory requirements and recommending compliance plans, and other areas as required and appropriate.

  • Create documents for the Department of Defense as well as documents suitable for public release.

  • Recommend loan documentation representations, covenants and certifications surrounding sanctions and export controls, anti-bribery and anti-corruption rules, CFIUS, and fraud.

Required Education and Experience:

  • Bachelors degree and eighteen (18) years of experience; Masters degree and sixteen (16) years of experience; PhD or JD and thirteen (13) years or more of experience.

Required Clearance:

  • No clearance required to start; Ability to obtain Secret clearance required to maintain employment
  • U.S. citizenship required

Required Qualifications:

  • Material experience that spans global capital markets, corporate lending, project finance, structure finance, asset-based lending, regulatory compliance, and Federal credit programs.

  • Demonstrated understanding of Critical Technologies, including an understanding of the needs of senior leadership and end users

  • Demonstrated ability to collaborate across stakeholders in the global technology community, including governments and the private sector

  • Excellent verbal and written communication skills

  • Strong attention to detail and ability to work independently

  • Experience managing multiple lines of research as part of a larger research agenda

  • Demonstrated experience facilitating cross-border investment into the U.S., including ensuring compliance with federal and state regulatory regimes
