SUMMARY

The Senior Acquisition Program Manager supports the Department of Homeland Security (DHS), US Customs and Border Protection (CBP) by providing overall management, control, coordination and execution of assigned projects; working with the Government Lead to establish day to day priorities as well as long term objectives; serving as the Project Management technical expert and assisting Government Project Leads with developing new programs, projects and initiatives as well as providing assistance with managing and reporting on current projects.

ESSENTIAL REQUIREMENTS

Must meet one of the two requirements:

  • Have an active Security Clearance (DHS/CBP clearance preferable), or

  • Have had a Security Clearance in the past (preferably within the last 2 years).

Must be able to pass a CBP background investigation.

DHS and/or CBP experience and FAC-C or DAWIA Level III certification are highly desirable.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned.

Reviews the monthly status report with the Government Lead and Contracting Officer's Representative (COR).

Manages the team and recommend solutions for specific problems that arise through written reports and/or oral presentations.

Assists with updating Strategic and Business Plans as well as the Annual Report.

Works with the Government PMs to establish key milestones and performance metrics and identify the critical project dependencies that could cause disruption.

Supports the development of processes, procedures, documentation, and tools necessary to assist the Government with managing day-to-day and reoccurring activities.

Uses SharePoint as a means to track, archive and maintain open documents.

Assists Government Project Leads with developing Program Management Reviews (PMRs) slide deck and facilitate the monthly Progress Reviews.

Assists Senior Management with establishing short- and long-term goals and objectives.

Provides a full range of acquisition development and contract management and administration support services with the goal of improving contract oversight, management and administration.

Pre-award Activities

Providing advice, recommendations, and document support in all areas of the acquisition requirements phase, including developing and writing acquisition documentation such as:

  • Acquisition plans

  • Independent government cost estimates

  • Statements of work, performance work statements, and statements of objectives

  • Quality assurance surveillance plans

  • Evaluation factors

  • Source selection plans

  • Solicitation sections

  • Purchase requisitions

Facilitates IPTs to gather and define requirements necessary for developing the Acquisition Package.

Provides acquisition planning services to include evaluation of and recommendations regarding acquisition/contracting alternatives and strategies.

Conducts market research.

Participates in the source selection process, to include developing the team consensus and source selection board reports.

Assists in the development of draft Request for Quotes (RFQs), Request for Proposals (RFPs), and/or Combined Synopsis/Solicitations for Government approval.

Post-award Activities

Providing advice, recommendations, and document support in all areas of the post-award acquisition phase, including:

  • Protest support.

  • Evaluation and preparation of documentation to respond to contract claims and ratifications of unauthorized commitments.

  • Evaluation and support to pricing change orders and engineering change proposals (if required).

  • Support for enforcement of Government's rights under warranties.

  • Evaluation of delays in performance of assigned contracts.

  • Evaluation and preparation of terminations for both default and convenience.

  • All other related post-award activities.

Reviewing invoices including tracking fund status management, verifying receipt and acceptance of contract deliverables, and making recommendations to the Government on whether payment should be authorized.

Program Support Activities

Supporting acquisition related projects, including:

  • Conducting research, analysis and tracking.

  • Developing white papers decision papers, assessments, briefings, and other documentation on program or project management related issues, as required.

  • Support and assist in complying with agency reporting requirements by collecting, analyzing, correlating, and verifying data required for presentation in such reports.

  • Assist in the development of program or project policies and procedures including researching, collecting, analyzing, and validating data.

Developing briefings and correspondence for the Program office.

Representing the Program Office in meetings with senior officials.

EDUCATION AND EXPERIENCE

Essential Knowledge:

Demonstrated knowledge of performing and managing/leading highly complex acquisitions.

In-depth expertise of the entire acquisition lifecycle and procurement process, including the process for:

  • Effectively working with program and contracting offices.

  • Developing full acquisition packages (from start to finish).

  • Administering contracts (including review of contractor invoices and performance).

Essential Experience:

  • Experience analyzing processes and workflows, formulating process improvement recommendations, analyzing technical/programmatic information, and preparing high-level presentations.

  • Demonstrated experience in full life-cycle acquisition (from identification of a need to management of the contract) working directly with the Program Office and Contracting Office.

  • Demonstrated experience applying the Federal Acquisition Regulation, and agency laws, regulations, and procedures to the acquisition process and to the award and administration of contracts.

  • Demonstrated experience managing various contract types, to include but not limited to, Indefinite Delivery Indefinite Quantity contracts, Cost Reimbursement Contracts, and Fixed-Price contracts.

  • Specific experience areas include requirements definition, acquisition documentation development, contract management, and acquisition consulting.

Essential Skills

Demonstrated high-level ability to communicate both verbal and written.

  • Demonstrated ability to write technical/acquisition documents.

  • Must have effective problem solving and decision-making skills.

  • Ability to interact in a team environment and with key customers and stakeholders.

  • Proficient in the full suite of Microsoft Office, including Access and Project.

LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and or boards of directors.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
