Job Responsibilities
The person in this position will be responsible for managing state level program budgets and finances and maintaining accurate assigned accounts. Maintain knowledge of state processes and procedures related to accounting and fiscal requirements.
Develop and produce invoices for grants receivables and ensure that amounts are received and posted to the agency's books of record. Use the South Carolina Enterprise Information Systems (SCEIS) to monitor and manage cash balances for assigned grants. Ensure that all financial entries are posted timely and accurately.
Maintain knowledge of federal grant requirements, deadlines, and ensure the agency is compliant with all. Prepare necessary monthly reports for all assigned grants and distribute them to appropriate partners and staff. Attend required grant related meetings and updates.
Work closely with the grant manager to maintain continuous reliable financial data. Serve as the coordinator for financial audits for the agency. Work with auditors at state and local partnership levels to verify audits, and ensuring completion, approve auditor invoices and functions as single point of contact.
Audit grant expenditures per requirements. Work with Blackbaud to monitor the use of grant funds distributed to the Local Partnerships to ensure they are spending the funds timely and appropriately. Identify areas of concern, issues or noncompliance and notifies appropriate staff.
Work with all vendors and responsible parties to correct any areas of noncompliance. Provide back up to the Chief Financial Officer. Perform other assigned duties as required.
This position is located in the Office of First Steps.
Minimum and Additional Requirements
A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Preferred Qualifications
A bachelor's degree in accounting or other related area, such as auditing or finance. Employee should be knowledgeable in collecting and assimilating financial data and demonstrate the ability to analyze complex financial data and produce complex financial reports. Three (3) years of federal grant accounting and cash management.
