Job Summary and Responsibilities/Duties

Analyzes, verifies, and reconciles financial data, and prepares financial reports for both internal and external purposes in accordance with generally accepted accounting principles (GAAP), applicable regulations, and College policies and procedures. Develops and implements accounting controls, records, procedures, and system applications. Applies professional accounting techniques to a variety of issues, and provides resolution.

Essential Duties

  • Analyzes and reconciles all College bank and investment accounts; prepares reports and posts all adjustments on a monthly basis for all college entities and MHCC foundation.

  • Maintains financial tables and rules in administrative accounting systems.

  • Analyzes, records, verifies and reconciles financial data to maintain a complete and accurate general ledger for all district funds. Writes and posts general ledger entries. Prepares reports and corrects financial transactions in the finance systems. Advises department heads and staff with analysis of transactions and complex problem resolution.

  • Works with manager to formulate requirements for system improvement projects and system upgrades. Coordinates the implementation of enhancements to the computerized financial systems and financial procedures. Assists with design, coordinates with Information Technology, and reviews, tests, implements, and trains staff.

  • Coordinates, supervises, and maintains data interfacing from multiple systems for upload and download to the CX database system. Works in collaboration with IT to develop and manage data feeding from various system modules for accuracy. Initiate required adjusting entries. Trouble-shoots technical problems, coordinating with computer services on complex problems requiring further analysis

  • Compiles and analyzes monthly financial statements including income, cash flow, balance sheet, budget advisory for management.

  • Reconciles monthly Tri-Counties property tax payments, resolves discrepancies with Counties. Serves as the college liaison with Multnomah, Hood River and Clackamas county Assessment departments.

  • Tracks property tax exemption status with Multnomah County. Prepares property tax exemption applications. Reviews lease and provides lease update or documents to the county.

  • Researches and performs due diligence for all unclaimed property. Maintains current knowledge of Oregon and other state laws and regulations to ensure compliance.

  • Researches and problem-solves check and credit card issues, including unidentified payments and charge back notices.

  • Analyzes and performs periodic audit of all change fund and petty cash accounts. Performs monthly audit on all College vault change funds.

  • Determines College's cash outflow requirements and/or temporary cash surplus, and invests cash surplus. Compiles and transmits daily bank information; resolving any failed transmittal. Serves as a liaison with the bank and other departments on banking processes, problems, questions, and changes.

  • Reviews and classifies all the leases under GASB87 guidelines. Calculates the initial lease liability and lease asset value for each lease and produces reports and tracking spreadsheets for future payments schedules. Records the initial journal entry and prepares subsequent journal entry. Implements data to ACFR.

  • Implements new GASB standards to support annual financial statement and audit requirements. Prepares audit reports/schedules and contributes to the preparation of annual financial reports and schedules for management and auditors. Analyze and resolve difficult audit issues including negotiation and resolution with external auditors and other government agencies.

  • Acts as a technical resource to other Business office departments.

Additional Duties

  • Provides assistance to students, staff and bank regarding web payment issues.

  • Researches and implements new security features for College check stock. Maintains internal control of supply checked out.

  • Participates in special projects as requested by management.

  • Provides excellent customer service. Provides customers with information specific to the functions of the position in addition to general guidance, information and assistance. Assists in resolving problems, diffusing situations, or referring customers to the most appropriate person.

  • May be responsible for the full charge bookkeeping of the MHCC 501(c)3 Foundation, including the preparation of the annual financial statements and annual audit.

  • Archives and destroys accounting records according to state and federal retention guidelines.

  • Contributes to the research, development and interpretation of administrative policies and procedures related to district finance processes. Develops documentation including procedures manuals.

  • Performs all other related duties as assigned.

Minimum and Desired Qualifications

Education: Bachelor's degree in accounting, finance, business administration, or related field

Experience/Training:

  • Minimum (5) years of experience as an accountant, including experience with Generally Accepted Accounting Principles (GAAP) and proficiency in financial data analysis, verification, and reconciliation

  • Experience working with diverse backgrounds of the college's community, students and employees; demonstrated commitment to promoting access and diversity

At the College's discretion, additional qualifying education/experience may substitute for experience/education on a year-for-year basis

Preferred Qualifications

  • Experience analyzing and applying Government Accounting Standards Board (GASB) pronouncements and/or other applicable regulations

  • Experience developing and implementing accounting controls, records, procedures, and system applications.

  • Ability to operate standard office machines such as telephone, fax, copier and ten-key

  • Knowledge of complex accounting software, financial statements, reports and analyses.

  • Intermediate to advanced knowledge of word processing, spreadsheets, e-mail and databases preferably within the Microsoft Office Suite.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to interpret data and solve problems, effectively handle multiple tasks, and meet deadlines

  • Ability to provide excellent customer service and work successfully with individuals of diverse backgrounds and populations

Working Conditions and Important Information

Working Conditions

Work is performed primarily in an office setting. Heavy computer, monitor and keyboard use and repetitive hand/wrist motion for keyboarding functions are typical. Occasionally pushes a two-drawer cabinet on wheels to and from vault and carries items up to 50 pounds. When transferring money, is exposed to a potentially dangerous situation.

Salary:

Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the applicable Handbook or Collective Bargaining Agreement. Please include all relevant full and part-time experience in your application that you want the College to review towards potential placement. Hired employees will not have an opportunity to update past experience or appeal initial placement after the time of hire.
