PAY RANGE: $50,000-$70,000/DOQ

SUMMARY

This position monitors transactions, researches discrepancies and reconciles the City's bank, bond, and credit card accounts; performs account analysis; makes adjusting entries; prepares financial reports; assists internal and external auditors; and completes and submits reports required by the State.

ESSENTIAL RESPONSIBILITIES

  • Reconciles bank accounts, including investment accounts, and credit card accounts monthly.

  • Records interest and fees and identifies outstanding amounts and makes adjustments to the books and records as necessary.

  • Identifies daily incoming ACH wires to bank accounts and distributes to appropriate personnel.

  • Reconciles and clears daily positive pay exemptions by using online banking access.

  • Monthly reconciles all fuel and oil inventory to the general ledger.

  • Monthly and quarterly prepares pension plan entries and reports, retiree health allocations and reports and monthly Average Ledger Balance reports and other internal and external reports as assigned.

  • Monthly and quarterly prepares all sales tax and other state reports for Municipal Court for submission of funds collected on behalf of the State.

  • Monthly prepares component units' interim financial statements.

  • Annually prepares the State of Texas unclaimed property report and submits it to the State.

  • Daily and as needed reviews the previous day reports, and research bank transactions such as cleared checks and check images.

  • Supervises positions that assist with the preparation of bank reconciliation, book adjustments, and other banking-related duties.

  • Completes special projects as assigned.

  • Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

A bachelor's degree in accounting or finance is required. A master's degree in accounting or finance is preferred. A minimum of two years of accounting experience in a financial area utilizing accounting principles is required. Experience in governmental accounting is preferred but not required. A CPA or CPA eligible is preferred. A valid Texas Driver's License is required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of generally accepted accounting principles and practices including governmental finance and accounting.

  • Strong computer skills using Word, Excel, and other accounting software for word processing and accounting purposes.

  • Ability to learn new software and improve processes with existing software.

  • Ability to prepare financial and accounting records.

  • Ability to analyze, consolidate, and interpret accounting data.

  • Ability to compile, organize, interpret, and communicate accounting data and results concisely.

  • Skill in completing assignments accurately and with attention to detail.

  • Ability to review work for accuracy.

  • Ability to self-regulate to ensure documents are prepared with ample time for a supervisor to review before the deadline.

  • Ability to work under pressure and meet close deadlines.

  • Ability to handle difficult and stressful situations with professional composure.

  • Ability to understand and follow instructions.

  • Skill in communicating effectively in writing and orally as appropriate to the needs of the audience.

  • Ability to recognize, analyze, and solve a variety of problems.

  • Ability to exercise sound judgement in making decisions and take initiative when needed.

WORK ENVIRONMENT

The employee works in a safe and secure indoor work environment that may periodically have unpredicted requirements or demands.

REGULAR HOURS OF WORK

Monday-Friday 8am to 5pm. This position may be required to work outside normal shifts including evenings, weekends, and overtime as necessary by the department.
