Under limited supervision maintains and updates citywide safety and security programs and systems.  Maintains City's security server environment including physical, virtual hardware, and cloud-based storage for access control, video management solutions, mass notification, and the City's Security Operations Centers (SOCs).

Oversees the City's physical security, which includes the City's security policies, security patches and firmware for the security systems, partners with Network Team and IT when needed for administration and guidance of all security systems associated with Operational Safety and Security.

Oversee departmental activities to develop, execute, and manage the City's Physical Security Systems.  Centralizes security management activities and develops a citywide security plan and management system, in accordance with City Management directives and goals.  Implement and oversee security management projects, training, threat and vulnerability assessments, and mitigation actions.

Directs and oversees Capital Security Staff daily work assignments, project management, inspections, and continued education ensuring a high degree of performance for the City's security system management program. This position will report directly to the Assistant Director of Capital Programs and Buildings.

Direct management of staff in the development and implementation for a security management program. Develop short and long-range goals and objectives to manage the organization's physical security programs and systems based on prioritization of risk and vulnerability.

Develop and oversee the security risk assessment process and related threat and vulnerability assessments.

Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination.

Provide operational and managerial oversight of security contractors and vendors. Develop performance requirements and contractual terms to ensure projects are completed in accordance with City goals.

Coordinate with City leadership to develop and recommend physical security mitigation policies and measures for operational implementation. Develop, interpret, and apply policies and procedures for security operations.

Coordinate with departments to implement security changes/upgrades based on assessments. Assist departments with development of facility security plans and evaluation for effectiveness of operational systems.

Coordinate and conduct investigations of security incidents and reports of policy violations. Provide detailed reports with analysis and recommendations based on findings from the investigation.

Lead the City's Safety and Security Committee, providing guidance for a coordinated approach to workplace safety and security, regulatory compliance, risk mitigation and training.

Work with a wide variety of stakeholders involved in safety and security across the City organization and externally with regional, state, and federal entities. Take appropriate action on service and information requests from City management, executive staff and citizens.

Develop and manage the City's Physical Security Program budget. Negotiate and prepare agreements and contracts with outside vendors and agencies.

Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

  •    Bachelor's degree in trades, security, or administration preferred

  •    Eight or more years of security and safety administration experience

  •     Ten or more years of supervisory experience

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

Knowledge

  •    Knowledge of the principles, methods, and techniques of facility safety and security.

  •    Knowledge of principles and practices of law enforcement and emergency services.

  •    Knowledge of Federal, state and local laws, codes and regulations with regard to law enforcement and physical security.

  •    Knowledge of security risk assessment processes and vulnerability, threat, and impact assessments.

  •    Knowledge of training methodologies and elements of a security awareness program.

Skills

  •    Skill in effective methods of establishing and maintaining working relationships

  •    Skill in designing, implementing and monitoring diverse emergency management programs.

  •    Skill in communicating information effectively and concisely to City management

Abilities

  •    Ability to develop and recommend safety and security policies to City leadership

  •    Ability to develop and implement safety, security, and emergency operational procedures

  •    Ability to conduct investigations of security incidents

  •    Ability to problem solve and interpret and apply decisions in accordance with applicable federal, state, and local policies, laws, and regulations

  •    Ability to supervise, direct and train staff on key security functions and measures

  •    Ability to develop and maintain effective working relationships with internal and external stakeholders.
