Volpe seeks a dynamic and motivated security professional in helping scale up and operate our growing security program. You will serve as the major authoritative source of federal security program knowledge for the Center including physical, information and personnel security. You will interpret policy originating from Department of Transportation (DOT) Office of Security; develop local security policy and provide authoritative security interpretations and guidance to our Team.

As a Security Specialist, you will:

  • Develop, maintain, and administer a complex physical, personnel and information security program to safeguard personnel, information, material and the facilities and grounds at the Volpe Center;

  • Develop, revise and implement policies, and procedures for all security operations at Volpe, including those impacting federal contractor employees and visitors;

  • Develop procedures to ensure that all requirements of DOT Physical, Information and Personnel Security policies and directives are properly followed, supplemented when necessary, and fully implemented;

  • Oversee management of Volpe's personnel security program that ensures current background investigations for Volpe federal and contractor employees and applicants for potential future hiring are properly administered.

  • Serve as Volpe's expert level Trusted Agent under the HSPD-12 program with responsibility for overseeing verification of PIV identification and issuance. Maintains working knowledge and technical capability to process and coordinate background investigation requirements with current and prospective employees.

  • Coordinate and implement security protocols associated with the operation, maintenance and accreditation requirements of an on-site Secure Compartmented Information Facility (SCIF).

  • Investigate breaches in security and works with local, state and federal law enforcement agencies to identify the person or persons responsible as well as supporting any necessary corrective actions. Conducts preliminary investigations of criminal and non-criminal incidents involving persons and property under the charge and control of Volpe, pursuant to Federal Statutes, and DOT/Volpe Orders.

  • Act as liaison with the DOT Security Office on matters involving security clearances, sensitivity levels, facility access issues, handling of classified material, and coordinating all matters involving the security of Volpe's facility, its employees, onsite DOT Regional Offices, contractors and visitors.

  • Serve as the Contracting Officer's Representative (COR) for on-site protective security services contract, including providing technical guidance on activities, tasks, standard operating procedures and orders associated with deploying of the armed security force.

The ideal candidate will have expert knowledge and experience managing a physical, information and personnel security program along with successful experience managing an armed security force. Candidates must have strong organizational and multi-tasking skills to perform a variety of security functions, including processing and screening of security forms. If you are selected for this position, you must be able to successfully complete an extensive background investigation to attain a Top Secret Clearance; you must also successfully pass pre-employment tests for illegal drug use, and annual random testing for illegal drug/alcohol use during your employment in this position.

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • FINANCIAL DISCLOSURE: Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450.
  • TOP SECRET CLEARANCE: Must be able to obtain and maintain a Top secret clearance.
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.


To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

Experience providing technical guidance to a total physical, personnel, information security/protection program to safeguard personnel, facilities and classified information material.


Experience providing oversight of an armed security force.

  • Knowledge of methods and controls of personnel, public safety, and security operations; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, or property.

Physical Security

  • Knowledge of methods and controls to protect an organization from natural or man-made threats to physical locations where information systems equipment is located or work is performed

Public Safety and Security

  • Knowledge of military, weaponry, and intelligence operations; public safety and security operations; occupational health and safety; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, and property.
