Non-exempt; full-time; 40 hours per week (varied day or evening hours and alternate schedule as assigned); full benefits
NOTE:Employees who work between the hours of 4:00 p.m. - 6:30 a.m. are eligible for an additional 5% shift differential pay. Details regarding eligibility for shift differential pay will be shared at the time of interview.
This unarmed position is responsible for providing assistance to the Security Manager and engaging in support and the direction of visitor management and security operations at Winchester Hall, 30 North Market, and other County facilities as assigned. This position is required to work various shifts and may be assigned a flexible schedule to fill in for other security personnel. Supervision is given to Security Guards; supervision is received from the Security Manager.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Create and update employee/contractor contact and contract information list
Provide Building Manager duties such as work orders, safety drills/exercises, training, inspections, and other various duties associated with the Building Manager program
Assist with updates and maintenance to the Office of Security Intranet (Portal) site
Prepare and maintain statistical data and reports in reference to Security Operations and Security Contracting services
Handle inter-departmental communications and correspondence
Assist in preparing and monitoring annual budgets
Prepare and review staff timekeeping; may perform timekeeper duties
Attend meetings, conferences and trainings on behalf of the Department
Assist in the coordination and management of departmental/building calendars
Compile and prepare/maintain records of daily activities, data, reports and statistical information and communicate activities to the Security Manager
Compose, prepare and sign correspondence, memorandums, and other written work; review and respond to incoming mail, e-communications, etc.; as needed create and develop documents, forms and reports
Provide general administrative support to Office of Security in regard to all security operations
Work with the Security Manager to recruit, hire, and train security staff
Work daily with other departments and agencies to assure optimal communication throughout the planning and coordination of activities
Conduct routine checks of facility conditions reporting safety or security concerns to the Security Manager, initiating corrective action as needed
Respond to, and/or assist coordinating emergency situations as they arise
Assist with coordinating or providing security escort to County employees leaving designated facilities
Assist with parking management in designated lots; as needed, issue warnings and/or parking tickets, and coordinate towing for illegally parked vehicles
Maintain and ensure proper operation of cellphones and other communication devices
Monitor live CCTV security cameras, download video to archive, utilize system for incident investigation
Assist with all emergency procedures
Perform all duties related to the Customer Service Representative position during assignment coverage
Perform the duties of the Security Manager during their absence
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

High school graduation, or the equivalent
Current possession of Security Guard Card through MD State Police or have successfully submitted the application prior to June 1st 2024
Minimum 2 years of work experience in law enforcement, public safety or security operations
Minimum 2 years of supervisory work experience in law enforcement, public safety or security operations
Minimum 2 years of direct public customer service work experience
Intermediate skills in Microsoft Office Suite
Possession of a valid automobile operator's license
Current certifications in First Aid, CPR and AED, or ability to become so certified within 6 months of hire
Ability to obtain Maryland Special Police Officer license, within 6 months of hire
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to obtain and maintain a Frederick County Employee Driving Permit
Ability to learn and execute established security principles, practices and procedures
Knowledge of the use of fire extinguishers, alarm systems, radio/telephone communication systems and related devices
Ability to use discretion, make independent decisions, and display sound judgment whether in day-to-day matters or in responding quickly and calmly in emergency situations
Ability to effectively work independently and to complete assigned duties with minimal supervision
Ability to effectively organize work, determine priorities and complete assigned tasks with minimal supervision
Ability to work with sensitive and personal information and maintain appropriate confidentiality
Ability to establish and maintain effective working relationships with representatives of cooperating Divisions/Departments, peers/co-workers and the general public, while maintaining professional attitude, appearance and manner of performance, including the ability to carry out assigned duties in a professional and diplomatic manner
Strong and effective spoken and written (English) communication skills, including the ability to accurately complete forms, reports prepare and present documents associated with assigned duties
PREFERENCE MAY BE GIVEN FOR:
Possession of certification or completion specialized training in law enforcement, public safety, or security
Current possession of Security Guard Card through MD State Police
Experience monitoring and operating video surveillance equipment and utilizing equipment for investigative purposes
Experience working in a security, law enforcement or public safety field
PHYSICAL DEMANDS AND WORKING CONDITIONS:
While working in this position, the employee is constantly sitting and reaching; frequently walking; occasionally climbing; and rarely lifting up to 20 pounds
While working in this position, the employee is constantly working indoors; occasionally working outdoors and rarely working in hot temperatures (above 100 degrees) and cold temperatures (below 32 degrees)
