The City is seeking an upbeat, enthusiastic, and customer service-oriented individual to fill a part-time (32 hr/wk) vacancy in the Library Department. The ideal candidate will work to maintain a safe and secure environment for library patrons, address disruptive or offensive behavior, and enforce the rules of conduct, to ensure a positive customer experience. A successful Security Guard is a team player, equity-minded, and demonstrates sensitivity towards the diverse backgrounds of library patrons.

The City of Santa Maria is a full-service City with a City Council/City Manager form of government with over 700 employees and serves approximately 108,000 constituents. The City of Santa Maria is located on the beautiful central coast of California and covers over 23 square miles. Santa Maria offers reasonably priced housing, community festivals, quality schools, and is in close proximity to beaches, cultural arts, a local airport, wineries, and higher education institutions.

Library Assignment

Under the general direction of assigned supervisor, patrols the Main Library, Library Branch locations and library adjacent parking lots, reporting violations of applicable City ordinances, state government codes, and state laws relating to the use of all Main Library and Library Branch locations. Works evening and weekend shifts as required. Provides security to maintain a safe and inviting atmosphere for all patrons and staff in Library buildings and on surrounding City property. Continuously monitors assigned areas to prevent loitering, trespassing, theft, and vandalism.

To provide the highest quality service in the most efficient, cost-effective, and courteous manner possible to enrich the lives of the residents of Santa Maria and users of library services through individualized customer service and promoting access to library and library branch locations. Their role enables the community to explore and use free and accessible resources to build knowledge for a better life.

DUTIES

Job Description: Security Guard

These duties are a representative example; position assignments may vary depending on the business needs of the department and organization.

Library Assignment

  • Performs public security and safety duties at City-owned or operated Main Library and branch library locations, library adjacent public parking lots and library open spaces areas owned or operated by the City of Santa Maria within or outside of the City limits.

  • Responsible for ensuring that public facilities at the Main Library or library branch locations are reasonably safe for public use.

  • Serves as a greeter to patrons entering the Library and answers directional, informational, or other questions in a friendly and cheerful manner. Performs security and welcoming functions for Library meetings and special events.

  • Prepares a variety of departmental reports/work orders.

  • Acts as a deterrent to unacceptable behavior, vandalism at public places at the Main Library or library branch locations.

  • Explains and interprets applicable rules and regulations to the public.

  • Issues verbal warnings and exclusions when necessary and documents these actions.

  • Acts to diffuse difficult situations.

  • Observes and reports violations of the law, issues citations for minor municipal code violations, protects evidence, and assists in the preparation of field reports.

  • Explains and, when needed, enforces Library Rules of Conduct and policies to maintain appropriate patron behavior and public atmosphere. Acts proactively to defuse potential problem situations effectively and discreetly with minimal disruption to library services. Recognizes and refers to situations best handled by law enforcement. Escorts disruptive patrons from Library premises; calls law enforcement when necessary

  • Provides security at library special events.

  • The scope of the assigned area will depend on the discretion of the Department Director.

  • Upholds the values of the organization and has strong customer service orientation.

  • Performs other related projects and duties as assigned.

  • Demonstrates regular, reliable, and punctual attendance.

MINIMUM QUALIFICATIONS

  • Ideally, one year of experience in security operations, law enforcement, emergency medical response, seasonal firefighting and/or high public contact positions; and

  • Graduation from high school, and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

  • A current valid Security Guard Registration (California Guard Card) issued by the Bureau of Security and Investigative Services (BSIS).

  • College level or professionally accredited courses related to public contact, security, and peace officer courses are desired.

  • Current technical/professional knowledge of complex principles, methods, standards, and techniques associated with the scope of work of a recognized profession, such as:

  • Public security, municipal codes, ordinances, rules, and regulations related to public use of facilities.

  • Sound security patrol techniques and effective techniques for dealing with the public of varying ages and from diverse ethnic, cultural, and socioeconomic backgrounds.

  • Materials, equipment, and tools used in the maintenance and operation of grounds, buildings, and open spaces.

  • First aid and safety.

  • Effective written, verbal, and interpersonal communication skills.

  • Microsoft Office Suite (or equivalent).

  • Effectively use computer and other office equipment.

Desired (not required) licenses and/or certifications associated with the assignment, such as:

  • American Red Cross certification in first aid and CPR/AED.

  • A current POST PC 832 certification

  • Possession of a valid and appropriate Driver License. Must have and maintain a satisfactory driving record and meet City liability requirements to drive for City business.

  • Requires completion of a background investigation to the satisfaction of the City which at the discretion of the City could entail the following:

  • Background investigation could include an interview and in-depth background investigation of police records, personal and virtual character check, military, and employment histories; inquiry of persons who know you and evaluate whether you respect the law and rights of others; are dependable and responsible; have demonstrated mature judgment in areas such as the use of drugs and intoxicants; are honest; and is a safe driver.

  • Live Scan: Electronic fingerprint scanning that is certified by the State Department of Justice.

The incumbent must meet the physical requirements of the job class and have mobility, balance, coordination, vision, hearing, and dexterity levels appropriate to the duties to be performed.
