Job Summary

The full-time Security Control Analyst uses analytical and critical thinking to maintain the safety and physical security for the entire BYU campus community. Position will be responsible to observe, receive, and interpret data from multiple and complex systems, sources, and personnel to detect threats or potential threats and relay information to law enforcement, medical first responders, and other entities involved in the incident(s).

Essential Functions

Security & Surveillance:

  • Collect, analyze, interpret, evaluate, and integrate complex data from multiple systems, sources, and personnel to detect threats or potential threats.

  • Utilize specialized computer systems to meticulously monitor emergency and life-safety systems and alarms, such as fire detection, weather and environmental sensors, intrusion detection, access control, and security cameras.

  • Determine security violations, detect unusual situations, identify hazardous conditions, and predict traffic congestion problems.

  • Identify trends, patterns, and relationships that provide unique insights for potential security threats.

  • Protects access to, and the security of, highly sensitive materials.

  • Monitors physical security of the Security Control Center & Data Center.

  • Assist and instruct university employees, students, and visitors in the proper operation and use of the physical access control (PACS), intrusion detection, and the security camera systems.

  • Function as an emergency backup for department identified access control and alarm coordinators.

  • Work with fellow team members, callers, department administrators, technicians, and physical security engineers to facilitate the integrity of and the resolution of alarms and security camera system issues, including opening and providing appropriate documentation to track work order requests.

  • Performs support investigations using historical playback in the security camera system for identification of potential subjects and witnesses.

  • Provide training to in-department security personnel on the operation of security systems, communications, and devices.

Communication:

  • Simultaneously monitors several public safety radio frequencies and processes requests for information from officers, medical, and other life- safety responders.

  • Receives and processes emergency calls from the public requesting police, fire, medical or other emergency services.

  • Determines the nature and location of emergencies and life-threatening circumstances; determine priorities, dispatches police, fire, ambulance, or other emergency units as necessary and in accordance with established federal, state, and university protocols and procedures.

  • Interprets and accurately relays information to officers regarding vehicle registration, driving records, criminal history, protective orders, ATL (attempt to locate), violations of laws, criminal activities, and warrants, etc.

  • Receives and processes non-emergency calls and provides accurate and pertinent information to the public in accordance with high standards of customer satisfaction.

  • Dispatches maintenance and other university personnel to incidents that require immediate action to ensure the safety and security of the campus.

  • Continuously maintains contact with all units on assignment, keeps a constant status and the location of police, security, paramedics, firefighters, traffic enforcement, and maintenance units.

  • Sends and receives information from various government agencies.

  • Provides coordination between law enforcement agencies and multiple University departments during official operations.

  • Make appropriate notifications of events or incidents in accordance with department policy.

  • Receives, sorts, disseminates, logs, processes, and files a variety of documents, reports, and other records alphabetically, numerically or by other established classification.

Records & Documentation:

  • Operates detailed software programs to enter, query, modify and/or delete data.

  • Records and tracks all requests for service using CAD (computer-aided dispatch) software.

  • Enters, updates, and retrieves confidential information from a variety of computer and records systems.

  • Maintains files of information relating to the department, such as employee rosters, emergency call out lists and any other files used in day-to-day function.

  • Operates a variety of office equipment and machines.

  • Performs quality assurance on data entry documents for accuracy and completeness within established standards.

Other:

  • Attends quarterly training and business meetings to maintain annual training hours for Utah POST Dispatch certification.

  • Responsible for maintaining other certifications in accordance with department policy.

  • This list may not be inclusive of the total scope of job functions to be performed and employee will perform other functions within areas of responsibility as delegated.

Education/Experience

Minimum education/experience required:

  • Associate degree and two years of dispatch experience or the equivalent combination of education and dispatch experience.

  • High school diploma or GED.

  • No felony convictions.

  • Ability to pass a background check.

  • Successful completion of a pre-employment screening test.

  • Required Certifications (to be obtained within one year of hire):

Preferred:

  • 5 years Dispatch experience in Police, Medical and/or Fire

  • Bachelor's degree in a related field

  • Must have acute and focused hearing skills to monitor overlapping radio and telephone communications, as well as alarm notifications and other background noise.

  • Ability to maintain operating efficiency under emergency and stressful conditions.

  • Ability to prioritize workload and responsibilities based on urgency.

Hard Skills:

  • Must have and maintain excellent levels of written communication and keep meticulous records of transactions and events.

  • Ability to make critical decisions and prioritize in emergency and routine situations.

  • Highly skilled verbal interview abilities to elicit specific pertinent and crucial information from individuals who are emotionally distraught, frightened, abusive, irate, or threatening.

  • Ability to communicate quickly, accurately, and clearly over radio and telephone systems with command presence and self- confidence.

  • Ability to learn or have extensive knowledge of university properties, locations, utilities and structures.

  • Ability to sit for long periods of time, some standing, repetitive physical activity such as typing (data entry) and mental activities.

  • Ability to assert authority when necessary.

Technical Skills:

  • Expertise with CAD (Computer-aided Dispatch) software records entry and reporting, such as Spillman Technologies

  • Rapid response with the operation of security cameras software, such as Genetec Security Center.

  • Profoundly efficient with the operation of access control and intrusion detection systems, such as Software House C-Cure.

  • Qualified with the operation of life-safety alarm systems, such as Honeywell ONYXWorks.

  • Meticulous in entering and retrieving data from the Utah Criminal Justice Information System (UCJIS).

  • Precise in following interview software workflows, such as Powerphone.

  • Thorough competency in operating radio consoles, such as Motorola CENTRACOM Elite or Avtec Scout.

  • Proficient in using the Microsoft Office Suite.

  • Demonstrate high technical literacy and proficiently to operate a variety of complex equipment, including radio consoles, telephones, security cameras, and emergency notification systems.

  • Must be able to type at least 50 wpm.

Additional Comments

  • Stress may result from manipulating many assignments simultaneously and for long periods without respite.

  • Stress may result from handling intense and emotional calls for service.

  • This position is a critical component of a department that functions 365 days, 24/7.

  • Employees are required to work rotating shifts with varying hours in order to facilitate this.

  • Lunch and break periods cannot be scheduled, and employees must be able to sit for long periods of time.

  • Flexibility is a must to occasionally cover staffing shortages and fill in for time off requests.
